The Illinois Vehicle Code is amended by 5 changing Sections 3-405.1, 3-620, 3-621, 3-622, 3-623, 3-624, 6 3-625, 3-626, 3-627, 3-628, 3-629, 3-630, 3-631, 3-632, 7 3-633, 3-634, 3-635, 3-636, 3-637, 3-638, 3-639, 3-640, 8 3-641, 3-642, 3-643, 3-644, 3-645, 3-646, and 3-647 and 9 adding Section 3-648 as follows: 10 (625 ILCS 5/3-405.1) (from Ch. 95 1/2, par. 3-405.1) 11 Sec. 3-405.1. Application for vanity and personalized 12 license plates. 13 (a) Vanity license plates mean any license plates, 14 assigned to a passenger motor vehicle of the first division, 15 to a motor vehicle of the second division registered at not 16 more than 8,000 pounds or to a recreational vehicle, which 17 display a registration number containing 4 to 7 letters as 18 requested by the owner of the vehicle and license plates 19 issued to retired members of Congress under Section 3-610.1 20 or to retired members of the General Assembly as provided in 21 Section 3-606.1. A license plate consisting of 3 letters and -2- LRB9202535DHmbam06 1 no numbers or of 1, 2 or 3 numbers, upon its becoming 2 available, is a vanity license plate. Personalized license 3 plates mean any license plates, assigned to a passenger motor 4 vehicle of the first division, to a motor vehicle of the 5 second division, or to a recreational vehicle, which display 6 a registration number containing a combination of letters and 7 numbers as prescribed by rule, as requested by the owner of 8 the vehicle. 9 (b) For any registration period commencing after 1979, 10 any person who is the registered owner of a passenger motor 11 vehicle of the first division, of a motor vehicle of the 12 second division registered at not more than 8,000 pounds or 13 of a recreational vehicle registered with the Secretary of 14 State or who makes application for an original registration 15 of such a motor vehicle or renewal registration of such a 16 motor vehicle may, upon payment of a fee prescribed in 17 Section 3-806.1, apply to the Secretary of State for 18 personalized license plates. 19 (c) Except as otherwise provided in this subsection (c) 20for plates issued under Sections 3-627, 3-631, and 3-632, 21 vanity and personalized license platesasissued under this 22 Section shall be the same color and design as other passenger 23 vehicle license plates and shall not in any manner conflict 24 with any other existing passenger, commercial, trailer, 25 motorcycle, or special license plate series. 26However,Special registration plates issued under 27 Sections 3-611 and 3-616 for vehicles operated by or for 28 persons with disabilities may also be vanity or personalized 29 license plates. 30 The Secretary shall issue special registration plates as 31 vanity or personalized license plates when required to do so 32 under Article VI of this Chapter 3. If the Secretary 33 requires all registration numbers for a particular series of 34 special registration plates to include certain letters or -3- LRB9202535DHmbam06 1 numbers, the registration numbers of special registration 2 plates issued as vanity or personalized license plates shall 3 also include those letters or numbers. The Secretary may 4 determine the maximum and minimum length of registration 5 numbers of special registration plates issued as vanity or 6 personalized license plates. If special registration plates 7 are issued as vanity or personalized license plates, both the 8 fees for vanity or personalized license plates and the fees 9 for special registration plates shall be paid. 10 (d) Vanity and personalized license plates shall be 11 issued only to the registered owner of the vehicle on which 12 they are to be displayed, except as provided in Sections 13 3-611 and 3-616 for special registration plates for vehicles 14 operated by or for persons with disabilities. 15 (e) An applicant for the issuance of vanity or 16 personalized license plates or subsequent renewal thereof 17 shall file an application in such form and manner and by such 18 date as the Secretary of State may, in his discretion, 19 require. 20 No vanity nor personalized license plates shall be 21 approved, manufactured, or distributed that contain any 22 characters, symbols other than the international 23 accessibility symbol for vehicles operated by or for persons 24 with disabilities, foreign words, or letters of punctuation. 25 (f) Vanity and personalized license plates as issued 26 pursuant to this Act may be subject to the Staggered 27 Registration System as prescribed by the Secretary of State. 28 (Source: P.A. 88-685, eff. 1-24-95; 89-282, eff. 8-10-95; 29 89-611, eff. 1-1-97.) 30 (625 ILCS 5/3-620) (from Ch. 95 1/2, par. 3-620) 31 Sec. 3-620. The Secretary, upon receipt of an 32 application made on the form prescribed by the Secretary of 33 State, may issue special registration plates to United -4- LRB9202535DHmbam06 1 States citizens, who are present or former members of the 2 United States armed forces or any of its allies, and who were 3 prisoners of war of World War I, World War II, the Korean 4 Conflict, and the Vietnamese conflict, or to the widowed 5 spouse of a former member of the United States armed forces, 6 providing that widowed spouse was married to the POW at the 7 time of death, and is a single person at the time of 8 application. The special plates issued pursuant to this 9 Section shall be affixed only to passenger vehicles of the 10 first division subject to the staggered registration system 11 and vehicles of the second division having a gross weight of 12 8000 pounds or less and shall be issued without charge. Only 13 one set of plates may be issued at no fee. 14 The design and color of the prisoner of war plates shall 15 be wholly within the discretion of the Secretary of State. 16 If the Secretary issues special registration plates under 17 this Section, the Secretary shall, upon request, issue the 18 plates as vanity license plates or personalized license 19 plates in accordance with Section 3-405.1 of this Code. 20 (Source: P.A. 84-1308.) 21 (625 ILCS 5/3-621) (from Ch. 95 1/2, par. 3-621) 22 Sec. 3-621. The Secretary, upon receipt of an 23 application, made in the form prescribed by the Secretary of 24 State, may issue to members of the Illinois National Guard, 25 special registration plates. The special plates issued 26 pursuant to this Section shall be affixed only to passenger 27 vehicles of the first division or motor vehicles of the 28 second division weighing not more than 8,000 pounds subject 29 to the staggered registration system. 30 The design and color of such plates shall be wholly 31 within the discretion of the Secretary of State. 32 If the Secretary issues special registration plates under 33 this Section, the Secretary shall, upon request, issue the -5- LRB9202535DHmbam06 1 plates as vanity license plates or personalized license 2 plates in accordance with Section 3-405.1 of this Code. 3 (Source: P.A. 84-986.) 4 (625 ILCS 5/3-622) (from Ch. 95 1/2, par. 3-622) 5 Sec. 3-622. The Secretary, upon receipt of an 6 application made in the form prescribed by the Secretary of 7 State, may issue to members of the United States Armed Forces 8 Reserves who reside in Illinois, special registration plates. 9 The special plates issued pursuant to this Section shall be 10 affixed only to passenger vehicles of the first division or 11 motor vehicles of the second division weighing not more than 12 8,000 pounds subject to the staggered registration system. 13 The design and color of such plates shall be wholly within 14 the discretion of the Secretary of State. 15 If the Secretary issues special registration plates under 16 this Section, the Secretary shall, upon request, issue the 17 plates as vanity license plates or personalized license 18 plates in accordance with Section 3-405.1 of this Code. 19 (Source: P.A. 84-986.) 20 (625 ILCS 5/3-623) (from Ch. 95 1/2, par. 3-623) 21 Sec. 3-623. Purple Heart Plates. The Secretary, upon 22 receipt of an application made in the form prescribed by the 23 Secretary of State, may issue to recipients awarded the 24 Purple Heart by a branch of the armed forces of the United 25 States who reside in Illinois, special registration plates. 26 The special plates issued pursuant to this Section should be 27 affixed only to passenger vehicles of the 1st division or 28 motor vehicles of the 2nd division weighing not more than 29 8,000 pounds. 30 The design and color of such plates shall be wholly 31 within the discretion of the Secretary of State. Appropriate 32 documentation, as determined by the Secretary, and the -6- LRB9202535DHmbam06 1 standard registration fee shall accompany the application. 2 However, for an individual who has been issued Purple Heart 3 plates for a vehicle and who has claimed and received a grant 4 under the Senior Citizens and Disabled Persons Property Tax 5 Relief and Pharmaceutical Assistance Act, the original 6 issuance fee and regular annual fee for the registration of 7 the vehicle shall be as provided in Section 3-806.3 of this 8 Code. 9 If the Secretary issues special registration plates under 10 this Section, the Secretary shall, upon request, issue the 11 plates as vanity license plates or personalized license 12 plates in accordance with Section 3-405.1 of this Code. 13 (Source: P.A. 91-25, eff. 6-9-99.) 14 (625 ILCS 5/3-624) (from Ch. 95 1/2, par. 3-624) 15 Sec. 3-624. The Secretary, upon receipt of an 16 application made in the form prescribed by the Secretary of 17 State, may issue to retired members of the United States 18 Armed Forces who reside in Illinois, special registration 19 plates. The special plates issued pursuant to this Section 20 shall be affixed only to passenger vehicles of the first 21 division or motor vehicles of the second division weighing 22 not more than 8,000 pounds and subject to the staggered 23 registration system. The design and color of such plates 24 shall be wholly within the discretion of the Secretary of 25 State. 26 If the Secretary issues special registration plates under 27 this Section, the Secretary shall, upon request, issue the 28 plates as vanity license plates or personalized license 29 plates in accordance with Section 3-405.1 of this Code. 30 (Source: P.A. 86-165.) 31 (625 ILCS 5/3-625) (from Ch. 95 1/2, par. 3-625) 32 Sec. 3-625. Pearl Harbor Plates. The Secretary, upon -7- LRB9202535DHmbam06 1 receipt of an application made in the form prescribed by the 2 Secretary of State, may issue special registration plates to 3 any Illinois resident who, while a member of the armed forces 4 of the United States, participated in the battle of Pearl 5 Harbor on December 7, 1941, or to the widowed spouse of any 6 Illinois resident who, while a member of the armed forces of 7 the United States, participated in the battle of Pearl Harbor 8 on December 7, 1941, provided that the widowed spouse was 9 married to the battle of Pearl Harbor participant at the time 10 of the participant's death and is a single person at the time 11 of application. The special plates issued pursuant to this 12 Section should be affixed only to passenger vehicles of the 13 1st division or motor vehicles of the 2nd division weighing 14 not more than 8,000 pounds. 15 The design and color of such plates shall be wholly 16 within the discretion of the Secretary of State. Appropriate 17 documentation, as determined by the Secretary, and the 18 standard registration fee shall accompany the application. 19 If the Secretary issues special registration plates under 20 this Section, the Secretary shall, upon request, issue the 21 plates as vanity license plates or personalized license 22 plates in accordance with Section 3-405.1 of this Code. 23 (Source: P.A. 89-571, eff. 7-26-96; 89-620, eff. 1-1-97.) 24 (625 ILCS 5/3-626) 25 Sec. 3-626. Korean War Veteran license plates. 26 (a) In addition to any other special license plate, the 27 Secretary, upon receipt of all applicable fees and 28 applications made in the form prescribed by the Secretary of 29 State, may issue special registration plates designated as 30 Korean War Veteran license plates to residents of Illinois 31 who participated in the United States Armed Forces during the 32 Korean War. The special plate issued under this Section 33 shall be affixed only to passenger vehicles of the first -8- LRB9202535DHmbam06 1 division, motor vehicles of the second division weighing not 2 more than 8,000 pounds, and recreational vehicles as defined 3 by Section 1-169 of this Code. Plates issued under this 4 Section shall expire according to the staggered multi-year 5 procedure established by Section 3-414.1 of this Code. 6 (b) The design, color, and format of the plates shall be 7 wholly within the discretion of the Secretary of State. If 8 the Secretary issues special registration plates under this 9 Section, the Secretary shall, upon request, issue the plates 10 as vanity license plates or personalized license plates in 11 accordance with Section 3-405.1 of this Code.The Secretary12may, in his or her discretion, allow the plates to be issued13as vanity plates or personalized in accordance with Section143-405.1 of this Code.The plates are not required to 15 designate "Land Of Lincoln", as prescribed in subsection (b) 16 of Section 3-412 of this Code. The Secretary shall prescribe 17 the eligibility requirements and, in his or her discretion, 18 shall approve and prescribe stickers or decals as provided 19 under Section 3-412. 20 (c) An applicant shall be charged a $15 fee for original 21 issuance in addition to the applicable registration fee. Of 22 this additional fee, $13 shall be deposited into the 23 Secretary of State Special License Plate Fund and $2 shall be 24 deposited into the Korean War Memorial Construction Fund. 25 For each registration renewal period, a $2 fee, in addition 26 to the appropriate registration fee, shall be charged and 27 shall be deposited into the Secretary of State Special 28 License Plate Fund. 29 (d) The Korean War Memorial Construction Fund is created 30 as a special fund in the State treasury. All moneys in the 31 Korean War Memorial Construction Fund shall, subject to 32 appropriation, be used by the Department of Veteran Affairs 33 to provide grants for construction of the Korean War Memorial 34 to be located at Oak Ridge Cemetery in Springfield, Illinois. -9- LRB9202535DHmbam06 1 Upon the completion of the Memorial, the Department of 2 Veteran Affairs shall certify to the State Treasurer that the 3 construction of the Memorial has been completed. Upon the 4 certification by the Department of Veteran Affairs, the State 5 Treasurer shall transfer all moneys in the Fund and any 6 future deposits into the Fund into the Secretary of State 7 Special License Plate Fund. 8 (e) An individual who has been issued Korean War Veteran 9 license plates for a vehicle and who has claimed and received 10 a grant under the Senior Citizens and Disabled Persons 11 Property Tax Relief and Pharmaceutical Assistance Act shall 12 pay the original issuance and the regular annual fee for the 13 registration of the vehicle as provided in Section 3-806.3 of 14 this Code in addition to the fees specified in subsection (c) 15 of this Section. 16 (Source: P.A. 91-679, eff. 1-26-00.) 17 (625 ILCS 5/3-627) 18 Sec. 3-627. Environmental License Plate. 19 (a) The Secretary, upon receipt of an application made 20 in the form prescribed by the Secretary of State, may issue 21 special registration plates designated to be environmental 22 license plates. The special plates issued under this Section 23 shall be affixed only to passenger vehicles of the first 24 division, motor vehicles of the second division weighing not 25 more than 8,000 pounds, and, as of January 1, 1996, 26 recreational vehicles as defined by Section 1-169 of this 27 Code. Plates issued under this Section shall expire 28 according to the multi-year procedure established by Section 29 3-414.1 of this Code. 30 (b) The design and color of the plates shall be wholly 31 within the discretion of the Secretary of State. Appropriate 32 documentation, as determined by the Secretary, shall 33 accompany the application. If the Secretary issues special -10- LRB9202535DHmbam06 1 registration plates under this Section, the Secretary shall, 2 upon request, issue the plates as vanity license plates or 3 personalized license plates in accordance with Section 4 3-405.1 of this Code.As of January 1, 1996, the Secretary5may, in his or her discretion, allow the plates to be issued6as vanity or personalized plates in accordance with Section73-405.1 of this Code.8 (c) An applicant shall be charged a $40 fee for original 9 issuance in addition to the appropriate registration fee, if 10 applicable. Of this fee, $25 shall be deposited into the 11 State Parks Fund and $15 shall be deposited into the 12 Secretary of State Special License Plate Fund, to be used by 13 the Secretary of State to help defray the administrative 14 processing costs. For each registration renewal period, a 15 $27 fee, in addition to the appropriate registration fee, 16 shall be charged. Of this fee, $25 shall be deposited into 17 the State Parks Fund and $2 shall be deposited into the 18 Secretary of State Special License Plate Fund. 19 (Source: P.A. 88-333; 88-670, eff. 12-2-94; 89-282, eff. 20 8-10-95.) 21 (625 ILCS 5/3-628) 22 Sec. 3-628. Bronze Star plates. 23 (a) Beginning January 1, 1996, in addition to any other 24 special license plate, the Secretary, upon receipt of all 25 applicable fees and applications made in the form prescribed 26 by the Secretary of State, may issue special registration 27 plates to residents of Illinois who have been awarded the 28 Bronze Star by the United States Armed Forces. The special 29 plate issued under this Section shall be affixed only to 30 passenger vehicles of the first division or motor vehicles of 31 the second division weighing not more than 8,000 pounds. 32 Plates issued under this Section shall expire according to 33 the staggered multi-year procedure established by Section -11- LRB9202535DHmbam06 1 3-414.1 of this Code. 2 (b) The design, color, and format of the plates shall be 3 wholly within the discretion of the Secretary of State. If 4 the Secretary issues special registration plates under this 5 Section, the Secretary shall, upon request, issue the plates 6 as vanity license plates or personalized license plates in 7 accordance with Section 3-405.1 of this Code.The Secretary8may, in his or her discretion, allow the plates to be issued9as vanity plates or personalized in accordance with Section103-405.1 of this Code.The plates are not required to 11 designate "Land Of Lincoln", as prescribed in subsection (b) 12 of Section 3-412 of this Code. The Secretary shall prescribe 13 the eligibility requirements and, in his or her discretion, 14 shall approve and prescribe stickers or decals as provided 15 under Section 3-412. 16 (c) An applicant shall be charged a $15 fee for original 17 issuance in addition to the appropriate registration fee. 18 This additional fee shall be deposited into the Secretary 19 of State Special License Plate Fund. For each registration 20 renewal period, a $2 fee, in addition to the appropriate 21 registration fee, shall be charged and deposited into the 22 Secretary of State Special License Plate Fund. 23 (Source: P.A. 88-589, eff. 8-14-94; 89-282, eff. 8-10-95.) 24 (625 ILCS 5/3-629) 25 Sec. 3-629. Collegiate license plates; scholarship fund. 26 (a) In addition to any other special license plate, the 27 Secretary, upon receipt of all applicable fees and 28 applications made in the form prescribed by the Secretary of 29 State, may issue collegiate license plates. The collegiate 30 plates issued under this Section shall be affixed only to 31 passenger vehicles of the first division and motor vehicles 32 of the second division weighing not more than 8,000 pounds 33 and subject to the staggered registration system. Plates -12- LRB9202535DHmbam06 1 issued under this Section shall expire according to the 2 staggered multi-year procedure established under Section 3 3-414.1 of this Code. 4 (b) The design, color, and format of the plates shall be 5 wholly within the discretion of the Secretary of State. The 6 Secretary of State may, at his or her discretion, issue the 7 plates for any public or degree-granting, not-for-profit 8 private college or university located in this State. If the 9 Secretary issues special registration plates under this 10 Section, the Secretary shall, upon request, issue the plates 11 as vanity license plates or personalized license plates in 12 accordance with Section 3-405.1 of this Code.The Secretary13may, in his or her discretion, allow the plates to be issued14as vanity plates or personalized in accordance with Section153-405.1 of this Code.The plates are not required to 16 designate "Land Of Lincoln", as prescribed in subsection (b) 17 of Section 3-412 of this Code. The Secretary shall prescribe 18 the eligibility requirements including a minimum level of 19 specialized license plates requests and, in his or her 20 discretion, shall approve and prescribe stickers or decals as 21 provided under Section 3-412. 22 (c) An applicant shall be charged a $40 fee for original 23 issuance in addition to the applicable registration fee. Of 24 the original issuance fee in the case of a public university 25 or college, $25 shall be deposited into the State College and 26 University Trust Fund and $15 shall be deposited into the 27 Secretary of State Special License Plate Fund to be used by 28 the Secretary of State, subject to appropriation, to help 29 defray the administrative costs of issuing the plate. Of the 30 original issuance fee in the case of a degree-granting, 31 not-for-profit private college or university, $25 shall be 32 deposited into the University Grant Fund and $15 shall be 33 deposited into the Secretary of State Special License Plate 34 Fund to be used by the Secretary of State, subject to -13- LRB9202535DHmbam06 1 appropriation, to help defray the administrative cost of 2 issuing the plate. In addition to the regular renewal fee, 3 an applicant shall be charged $27 for the renewal of each set 4 of license plates issued under this Section; $25 shall be 5 deposited into the State College and University Trust Fund in 6 the case of a public university or college or into the 7 University Grant Fund in the case of a degree-granting, 8 not-for-profit private college or university, and $2 shall be 9 deposited into the Secretary of State Special License Plate 10 Fund plates for all collegiate plates. 11 (d) The State College and University Trust Fund is 12 created as a special fund in the State treasury. The State 13 Treasurer shall create separate accounts within the State 14 College and University Trust Fund for each public university 15 or college for which collegiate license plates have been 16 issued. Moneys in the State College and University Trust 17 Fund shall be allocated to each account in proportion to the 18 number of plates sold in regard to each public university or 19 college. Moneys deposited into the State College and 20 University Trust Fund during the preceding calendar year 21 shall be distributed, subject to appropriation, to each 22 participating public university or college. This revenue 23 shall be used for the sole purpose of scholarship grant 24 awards. 25 (e) The University Grant Fund is created as a special 26 fund in the State treasury. All moneys in the University 27 Grant Fund shall be appropriated to the Illinois Student 28 Assistance Commission to make reimbursements to participating 29 private colleges and universities under the Higher Education 30 License Plate Grant Program. 31 (Source: P.A. 90-14, eff. 7-1-97; 90-278, eff. 7-31-97; 32 90-774, eff. 8-14-98; 91-83, eff. 1-1-00.) 33 (625 ILCS 5/3-630) -14- LRB9202535DHmbam06 1 Sec. 3-630. Violence prevention license plate. 2 (a) The Secretary, upon receipt of an application made 3 in the form prescribed by the Secretary of State, may issue 4 special registration plates designated to be Violence 5 Prevention plates. The special plates issued under this 6 Section shall be affixed only to passenger vehicles of the 7 first division or motor vehicles of the second division 8 weighing not more than 8,000 pounds. Plates issued under 9 this Section shall expire according to the multi-year 10 procedure established by Section 3-414.1 of this Code. 11 (b) The design and color of the plates shall be wholly 12 within the discretion of the Secretary of State. Appropriate 13 documentation, as determined by the Secretary, shall 14 accompany the application. If the Secretary issues special 15 registration plates under this Section, the Secretary shall, 16 upon request, issue the plates as vanity license plates or 17 personalized license plates in accordance with Section 18 3-405.1 of this Code.Beginning January 1, 1999, the19Secretary may, in his or her discretion, allow the plates to20be issued as vanity plates or personalized in accordance with21Section 3-405.1 of this Code.22 (c) An applicant shall be charged a $40 dollar fee for 23 original issuance in addition to the appropriate registration 24 fee, if applicable. Of this fee, $25 shall be deposited into 25 the Violence Prevention Fund as created by this Act and $15 26 shall be deposited into the Secretary of State Special 27 License Plate Fund to be used by the Secretary of State to 28 help defray the administrative processing costs. For each 29 registration renewal period a $27 fee, in addition to the 30 appropriate registration fee, shall be charged. Of this fee, 31 $25 shall be deposited into the Violence Prevention Fund and 32 $2 shall be deposited into the Secretary of State Special 33 License Plate Fund. 34 (Source: P.A. 89-353, eff. 8-17-95; 89-626, eff. 8-9-96; -15- LRB9202535DHmbam06 1 90-619, eff. 1-1-99.) 2 (625 ILCS 5/3-631) 3 Sec. 3-631. Sportsmen Series license plate. 4 (a) The Secretary, upon receipt of an application made 5 in the form prescribed by the Secretary of State, may issue 6 special registration plates designated to be Sportsmen Series 7 license plates. The special plates issued under this Section 8 shall be affixed only to passenger vehicles of the first 9 division, motor vehicles of the second division weighing not 10 more than 8,000 pounds, and recreational vehicles as defined 11 by Section 1-169 of this Code. Plates issued under this 12 Section shall expire according to the multi-year procedure 13 established by Section 3-414.1 of this Code. 14 (b) The design and color of the plates shall be wholly 15 within the discretion of the Secretary of State. Appropriate 16 documentation, as determined by the Secretary, shall 17 accompany the application. If the Secretary issues special 18 registration plates under this Section, the Secretary shall, 19 upon request, issue the plates as vanity license plates or 20 personalized license plates in accordance with Section 21 3-405.1 of this Code.The Secretary may, in his or her22discretion, allow the plates to be issued as vanity or23personalized plates in accordance with Section 3-405.1 of24this Code.25 (c) An applicant shall be charged a $40 fee for original 26 issuance in addition to the appropriate registration fee, if 27 applicable. Of this fee, $25 shall be deposited into the 28 Illinois Habitat Fund and $15 shall be deposited into the 29 Secretary of State Special License Plate Fund, to be used by 30 the Secretary of State to help defray the administrative 31 processing costs. For each registration renewal period, a 32 $27 fee, in addition to the appropriate registration fee, 33 shall be charged. Wildlife Prairie Park license plate. 6 (a) The Secretary, upon receipt of an application made 7 in the form prescribed by the Secretary of State, may issue 8 special registration plates to be designated Wildlife Prairie 9 Park license plates. The special plates issued under this 10 Section shall be affixed only to passenger vehicles of the 11 first division, motor vehicles of the second division 12 weighing not more than 8,000 pounds, and recreational 13 vehicles as defined by Section 1-169 of this Code. Plates 14 issued under this Section shall expire according to the 15 multi-year procedure established by Section 3-414.1 of this 16 Code. 17 (b) The design and color of the plates shall be wholly 18 within the discretion of the Secretary of State. Appropriate 19 documentation, as determined by the Secretary, shall 20 accompany the application. If the Secretary issues special 21 registration plates under this Section, the Secretary shall, 22 upon request, issue the plates as vanity license plates or 23 personalized license plates in accordance with Section 24 3-405.1 of this Code.The Secretary may, in his or her25discretion, allow the plates to be issued as vanity or26personalized plates in accordance with Section 3-405.1 of27this Code.28 (c) An applicant shall be charged a $40 fee for original 29 issuance in addition to the appropriate registration fee, if 30 applicable. Of this fee, $25 shall be deposited into the 31 Wildlife Prairie Park Fund and $15 shall be deposited into 32 the Secretary of State Special License Plate Fund, to be used 33 by the Secretary of State to help defray the administrative -17- LRB9202535DHmbam06 1 processing costs. For each registration renewal period, a 2 $27 fee, in addition to the appropriate registration fee, 3 shall be charged. Universal Charitable Organization license 9 plate. 10 (a) In addition to any other special license plate, the 11 Secretary, upon receipt of all applicable fees and 12 applications made in the form prescribed by the Secretary of 13 State, may issue Universal Charitable Organization license 14 plates to residents of Illinois on behalf of organizations 15 that meet the requirements of Title 26, Section 501(c)(3) of 16 the United States Code formed for any bona fide charitable, 17 benevolent, philanthropic, or patriotic purpose. The 18 Secretary of State may prescribe rules establishing 19 additional eligibility criteria for charitable organizations 20 under this Section. The special Universal Charitable 21 Organization plate issued under this Section shall be affixed 22 only to passenger vehicles of the first division and motor 23 vehicles of the second division weighing not more than 8,000 24 pounds. Plates issued under this Section shall expire 25 according to the staggered multi-year procedure established 26 by Section 3-414.1 of this Code. 27 (b) The design, color, and format of the plates shall be 28 wholly within the discretion of the Secretary of State. If 29 the Secretary issues special registration plates under this 30 Section, the Secretary shall, upon request, issue the plates 31 as vanity license plates or personalized license plates in 32 accordance with Section 3-405.1 of this Code. The plates are 33 not required to designate "Land of Lincoln", as prescribed in -18- LRB9202535DHmbam06 1 subsection (b) of Section 3-412 of this Code. Charitable 2 organizations deemed eligible by the Secretary of State shall 3 design charitable decals to be affixed on plates issued under 4 this Section. The Secretary may prescribe rules governing 5 the requirements and approval of charitable decals. 6 (c) An applicant shall be charged a $15 fee for original 7 issuance in addition to the applicable registration fee. 8 This additional fee shall be deposited into the Secretary of 9 State Special License Plate Fund. For each registration 10 renewal period, a $2 fee, in addition to the appropriate 11 registration fee, shall be charged and shall be deposited 12 into the Secretary of State Special License Plate Fund. 13 Charitable organizations may establish a fee for the purchase 14 of their charitable decal and shall report by July 31 of each 15 year to the Secretary of State Vehicle Services Department 16 the sticker fee, the number of charitable decals sold, the 17 total revenue received from the sale of charitable decals 18 during the previous fiscal year, and any other information 19 deemed necessary by the Secretary of State. 20 (Source: P.A. 89-564, eff. 7-1-97; 90-14, eff. 7-1-97.) 21 (625 ILCS 5/3-634) 22 Sec. 3-634. Illinois Fire Fighters' License Plate. 23 (a) The Secretary, upon receipt of an application made 24 in the form prescribed by the Secretary of State, may issue 25 special registration plates designated to be Illinois Fire 26 Fighters' Memorial license plates. The special plates issued 27 under this Section shall be affixed only to passenger 28 vehicles of the first division, motor vehicles of the second 29 division weighing not more than 8,000 pounds, recreational 30 vehicles as defined in Section 1-169 of this Code, and 31 subject to the staggered registration system. Plates issued 32 under this Section shall expire according to the multi-year 33 procedure established by Section 3-414.1 of this Code. -19- LRB9202535DHmbam06 1 (b) The design and color of the plates shall be wholly 2 within the discretion of the Secretary of State. If the 3 Secretary issues special registration plates under this 4 Section, the Secretary shall, upon request, issue the plates 5 as vanity license plates or personalized license plates in 6 accordance with Section 3-405.1 of this Code.The Secretary7of State may, in his or her discretion, allow the plates to8be issued as vanity plates or personalized in accordance with9Section 3-405.1 of this Code.The plates are not required to 10 designate "Land of Lincoln", as prescribed in subsection (b) 11 of Section 3-412 of this Code. The Secretary of State shall 12 prescribe stickers or decals as provided under Section 3-412. 13 (c) An applicant shall be charged a $27 fee for original 14 issuance in addition to the applicable registration fee. Of 15 this additional fee, $15 shall be deposited into the 16 Secretary of State Special License Plate Fund and $12 shall 17 be deposited into the Illinois Fire Fighters' Memorial Fund. 18 For each registration renewal period, a $17 fee, in addition 19 to the appropriate registration fee, shall be charged. Of 20 this fee, $2 shall be deposited into the Secretary of State 21 Special License Plate Fund and $15 shall be deposited into 22 the Illinois Fire Fighters' Memorial Fund. 23 (d) In addition to the purpose specified in Section 24 2-119(n), moneys in the Illinois Fire Fighters' Memorial Fund 25 shall, subject to appropriation by the General Assembly and 26 approval by the Secretary, be used for maintaining the 27 Illinois Fire Fighters' Memorial, for holding an annual 28 memorial commemoration, and for providing scholarships to 29 children of fire fighters killed in the line of duty. 30 (Source: P.A. 90-14, eff. 7-1-97; 91-832, eff. 6-16-00.) 31 (625 ILCS 5/3-635) 32 Sec. 3-635. Master Mason plates. 33 (a) The Secretary, upon receipt of all applicable fees -20- LRB9202535DHmbam06 1 and applications made in the form prescribed by the 2 Secretary, may issue special registration plates designated 3 as Master Mason license plates. 4 The special plates issued under this Section shall be 5 affixed only to passenger vehicles of the first division or 6 motor vehicles of the second division weighing not more than 7 8,000 pounds. 8 Plates issued under this Section shall expire according 9 to the multi-year procedure established by Section 3-414.1 of 10 this Code. 11 (b) The design and color of the special plates shall be 12 wholly within the discretion of the Secretary. Appropriate 13 documentation, as determined by the Secretary, shall 14 accompany each application. If the Secretary issues special 15 registration plates under this Section, the Secretary shall, 16 upon request, issue the plates as vanity license plates or 17 personalized license plates in accordance with Section 18 3-405.1 of this Code. 19 (c) An applicant for the special plate shall be charged 20 a $25 fee for original issuance in addition to the 21 appropriate registration fee. Of this fee, $10 shall be 22 deposited into the Master Mason Fund and $15 shall be 23 deposited into the Secretary of State Special License Plate 24 Fund, to be used by the Secretary to help defray the 25 administrative processing costs. 26 For each registration renewal period, a $25 fee, in 27 addition to the appropriate registration fee, shall be 28 charged. Of this fee, $23 shall be deposited into the Master 29 Mason Fund and $2 shall be deposited into the Secretary of 30 State Special License Plate Fund. 31 (d) The Master Mason Fund is created as a special fund 32 in the State treasury. All money in the Master Mason Fund 33 shall be paid, subject to appropriation by the General 34 Assembly and approval by the Secretary, as grants to The -21- LRB9202535DHmbam06 1 Illinois Masonic Foundation for the Prevention of Drug and 2 Alcohol Abuse Among Children, Inc., a not-for-profit 3 corporation, for the purpose of providing Model Student 4 Assistance Programs in public and private schools in 5 Illinois. 6 (Source: P.A. 89-620, eff. 1-1-97; 90-14, eff. 7-1-97.) 7 (625 ILCS 5/3-636) 8 Sec. 3-636. Knights of Columbus plates. 9 (a) The Secretary, upon receipt of all applicable fees 10 and applications made in the form prescribed by the 11 Secretary, may issue special registration plates designated 12 as Knights of Columbus license plates. 13 The special plates issued under this Section shall be 14 affixed only to passenger vehicles of the first division or 15 motor vehicles of the second division weighing not more than 16 8,000 pounds. 17 Plates issued under this Section shall expire according 18 to the multi-year procedure established by Section 3-414.1 of 19 this Code. 20 (b) The design and color of the special plates shall be 21 wholly within the discretion of the Secretary. Appropriate 22 documentation, as determined by the Secretary, shall 23 accompany each application. If the Secretary issues special 24 registration plates under this Section, the Secretary shall, 25 upon request, issue the plates as vanity license plates or 26 personalized license plates in accordance with Section 27 3-405.1 of this Code. 28 (c) An applicant for the special plate shall be charged 29 a $25 fee for original issuance in addition to the 30 appropriate registration fee. Of this fee, $10 shall be 31 deposited into the Knights of Columbus Fund and $15 shall be 32 deposited into the Secretary of State Special License Plate 33 Fund, to be used by the Secretary to help defray the -22- LRB9202535DHmbam06 1 administrative processing costs. 2 For each registration renewal period, a $25 fee, in 3 addition to the appropriate registration fee, shall be 4 charged. Of this fee, $23 shall be deposited into the 5 Knights of Columbus Fund and $2 shall be deposited into the 6 Secretary of State Special License Plate Fund. 7 (d) The Knights of Columbus Fund is created as a special 8 fund in the State treasury. All money in the Knights of 9 Columbus Fund shall be paid, subject to appropriation by the 10 General Assembly and approval by the Secretary, as grants for 11 charitable purposes sponsored by the Knights of Columbus. 12 (Source: P.A. 89-620, eff. 1-1-97; 90-14, eff. 7-1-97.) 13 (625 ILCS 5/3-637) 14 Sec. 3-637. D.A.R.E. license plate. 15 (a) The Secretary, upon receipt of an application made 16 in the form prescribed by the Secretary of State, may issue 17 special registration plates designated to be D.A.R.E. (Drug 18 Abuse Resistance Education) license plates. The special 19 plates issued under this Section shall be affixed only to 20 passenger vehicles of the first division, motor vehicles of 21 the second division weighing not more than 8,000 pounds, and 22 recreational vehicles as defined by Section 1-169 of this 23 Code. Plates issued under this Section shall expire according 24 to the multi-year procedure established by Section 3-414.1 of 25 this Code. 26 (b) The design and color of the plates shall be wholly 27 within the discretion of the Secretary of State. Appropriate 28 documentation, as determined by the Secretary, shall 29 accompany the application. If the Secretary issues special 30 registration plates under this Section, the Secretary shall, 31 upon request, issue the plates as vanity license plates or 32 personalized license plates in accordance with Section 33 3-405.1 of this Code.The Secretary may, in his or her-23- LRB9202535DHmbam06 1discretion, allow the plates to be issued as vanity or2personalized plates in accordance with Section 3-405.1 of3this Code.4 (c) An applicant shall be charged a $45 fee for original 5 issuance in addition to the appropriate registration fee, if 6 applicable. Of this fee, $10 shall be deposited into the 7 State D.A.R.E. Fund; $10 shall be deposited into the County 8 D.A.R.E. Fund if the county, as indicated by the applicant's 9 address, has a D.A.R.E. program, otherwise the $10 fee shall 10 be deposited into the State D.A.R.E. Fund; $10 shall be 11 deposited into the Municipal D.A.R.E. Fund if the 12 municipality, as indicated by the applicant's address, has a 13 D.A.R.E. program, otherwise the $10 fee shall be deposited 14 into the County D.A.R.E. Fund if the county, as indicated by 15 the applicant's address, has a D.A.R.E. program, otherwise 16 the $10 fee shall be deposited into the State D.A.R.E. Fund; 17 and $15 shall be deposited into the Secretary of State 18 Special License Plate Fund. 19 For each registration renewal period, a $29 fee, in 20 addition to the appropriate registration fee, shall be 21 charged. Of this fee, $9 shall be deposited into the State 22 D.A.R.E. Fund; $9 shall be deposited into the County D.A.R.E. 23 Fund if the county, as indicated by the applicant's address, 24 has a D.A.R.E. program, otherwise the $9 fee shall be 25 deposited into the State D.A.R.E. Fund; $9 shall be deposited 26 into the Municipal D.A.R.E. Fund if the municipality, as 27 indicated by the applicant's address, has a D.A.R.E. program, 28 otherwise the $9 fee shall be deposited into the County 29 D.A.R.E. Fund if the county, as indicated by the applicant's 30 address, has a D.A.R.E. program, otherwise the $9 fee shall 31 be deposited into the State D.A.R.E. Fund; and $2 shall be 32 deposited into the Secretary of State Special License Plate 33 Fund. 34 (d) The State D.A.R.E. Fund is created as a special fund -24- LRB9202535DHmbam06 1 in the State Treasury. All money in the State D.A.R.E. Fund 2 shall be distributed, subject to appropriation by the General 3 Assembly, to the Illinois State Police for its D.A.R.E. 4 program. 5 The County D.A.R.E. Fund is created as a special fund in 6 the State Treasury. All money in the County D.A.R.E. Fund 7 shall be distributed, subject to appropriation by the General 8 Assembly, to the Illinois State Police. The Illinois State 9 Police shall make grants of this money to counties for their 10 D.A.R.E. programs based on the proportion of money the County 11 D.A.R.E. Fund has received from each county, as indicated by 12 the applicant's address. 13 The Municipal D.A.R.E. Fund is created as a special fund 14 in the State Treasury. All money in the Municipal D.A.R.E. 15 Fund shall be distributed, subject to appropriation by the 16 General Assembly, to the Illinois State Police. The Illinois 17 State Police shall make grants of this money to 18 municipalities for their D.A.R.E. programs based on the 19 proportion of money the Municipal D.A.R.E. Fund has received 20 from each municipality, as indicated by the applicant's 21 address. 22 (Source: P.A. 89-621, eff. 1-1-97; 90-14, eff. 7-1-97.) 23 (625 ILCS 5/3-638) 24 Sec. 3-638. U.S. Veteran License Plates. 25 (a) In addition to any other special license plate, the 26 Secretary, upon receipt of all applicable fees and 27 applications made in the form prescribed by the Secretary of 28 State, may issue U.S. Veteran license plates to residents of 29 Illinois who meet eligibility requirements prescribed by the 30 Secretary of State. The special U.S. Veteran plate issued 31 under this Section shall be affixed only to passenger 32 vehicles of the first division and motor vehicles of the 33 second division weighing not more than 8,000 pounds. Plates -25- LRB9202535DHmbam06 1 issued under this Section shall expire according to the 2 staggered multi-year procedure established by Section 3-414.1 3 of this Code. 4 (b) The design, color, and format of the plates shall be 5 wholly within the discretion of the Secretary of State. If 6 the Secretary issues special registration plates under this 7 Section, the Secretary shall, upon request, issue the plates 8 as vanity license plates or personalized license plates in 9 accordance with Section 3-405.1 of this Code.The Secretary10may, in his or her discretion, allow the plates to be issued11as vanity plates or personalized in accordance with Section123-405.1 of this Code.The plates are not required to 13 designate "Land Of Lincoln", as prescribed in subsection (b) 14 of Section 3-412 of this Code. The Secretary shall prescribe 15 the eligibility requirements and, in his or her discretion, 16 shall approve and prescribe stickers or decals as provided 17 under Section 3-412. 18 (c) An applicant shall be charged a $15 fee for original 19 issuance in addition to the applicable registration fee. 20 This additional fee shall be deposited into the Secretary of 21 State Special License Plate Fund. Special registration plate for a president 28 of a village or incorporated town or mayor. 29 (a) The Secretary, upon receipt of all applicable fees 30 and applications made in the form prescribed by the 31 Secretary, may issue special registration plates to 32 presidents of villages and incorporated towns and mayors. 33 The special plates issued under this Section shall be -26- LRB9202535DHmbam06 1 affixed only to passenger vehicles of the first division or 2 motor vehicles of the second division weighing not more than 3 8,000 pounds. 4 Plates issued under this Section shall expire according 5 to the multi-year procedure established by Section 3-414.1 of 6 this Code. 7 (b) The design and color of the special plates shall be 8 wholly within the discretion of the Secretary. Appropriate 9 documentation, as determined by the Secretary, shall 10 accompany each application. If the Secretary issues special 11 registration plates under this Section, the Secretary shall, 12 upon request, issue the plates as vanity license plates or 13 personalized license plates in accordance with Section 14 3-405.1 of this Code. 15 (c) An applicant for the special plate shall be charged 16 a $15 fee for original issuance in addition to the 17 appropriate registration fee. This additional fee shall be 18 deposited into the Secretary of State Special License Plate 19 Fund, to be used by the Secretary to help defray the 20 administrative processing costs. 21 For each registration renewal period, a $2 fee, in 22 addition to the appropriate registration fee, shall be 23 charged. Illinois and Michigan Canal plates. 28 (a) The Secretary, upon receipt of all applicable fees 29 and applications made in the form prescribed by the 30 Secretary, may issue special registration plates designated 31 as Illinois and Michigan Canal license plates. 32 The special plates issued under this Section shall be 33 affixed only to passenger vehicles of the first division or -27- LRB9202535DHmbam06 1 motor vehicles of the second division weighing not more than 2 8,000 pounds. 3 Plates issued under this Section shall expire according 4 to the multi-year procedure established by Section 3-414.1 of 5 this Code. 6 (b) The design and color of the special plates shall be 7 wholly within the discretion of the Secretary. Appropriate 8 documentation, as determined by the Secretary, shall 9 accompany each application. If the Secretary issues special 10 registration plates under this Section, the Secretary shall, 11 upon request, issue the plates as vanity license plates or 12 personalized license plates in accordance with Section 13 3-405.1 of this Code. 14 (c) An applicant for the special plate shall be charged 15 a $40 fee for original issuance in addition to the 16 appropriate registration fee. Of this fee, $25 shall be 17 deposited into the Illinois and Michigan Canal Fund and $15 18 shall be deposited into the Secretary of State Special 19 License Plate Fund, to be used by the Secretary to help 20 defray the administrative processing costs. 21 For each registration renewal period, a $27 fee, in 22 addition to the appropriate registration fee, shall be 23 charged. Of this fee, $25 shall be deposited into the 24 Illinois and Michigan Canal Fund and $2 shall be deposited 25 into the Secretary of State Special License Plate Fund. 26 (d) The Illinois and Michigan Canal Fund is created as a 27 special fund in the State treasury. All money in the 28 Illinois and Michigan Canal Fund shall be used, subject to 29 appropriation by the General Assembly, by the Department of 30 Natural Resources for restoration and improvements of the 31 Illinois and Michigan Canal and its adjacent structures. 32 (Source: P.A. 90-527, eff. 11-13-97.) 33 (625 ILCS 5/3-641) -28- LRB9202535DHmbam06 1 Sec. 3-641. Deceased police officer or firefighter 2 plates. 3 (a) The Secretary, upon receipt of all applicable fees 4 and applications made in the form prescribed by the 5 Secretary, may issue special registration plates to the 6 surviving spouse or, if no spouse exists, the parents of a 7 police officer or firefighter who has died in the line of 8 duty in this State. The special plates issued pursuant to 9 this Section shall be affixed only to passenger vehicles of 10 the first division or motor vehicles of the second division 11 weighing not more than 8,000 pounds. 12 Plates issued under this Section shall expire according 13 to the multi-year procedure established by Section 3-414.1 of 14 this Code. 15 (b) The design and color of the special plates shall be 16 wholly within the discretion of the Secretary. Appropriate 17 documentation, as determined by the Secretary, shall 18 accompany each application. If the Secretary issues special 19 registration plates under this Section, the Secretary shall, 20 upon request, issue the plates as vanity license plates or 21 personalized license plates in accordance with Section 22 3-405.1 of this Code. 23 (c) An applicant for the special plate shall be charged 24 a $15 fee for original issuance in addition to the 25 appropriate registration fee. This additional fee shall be 26 deposited into the Secretary of State Special License Plate 27 Fund, to be used by the Secretary to help defray the 28 administrative processing costs. 29 For each registration renewal period, a $2 fee, in 30 addition to the appropriate registration fee, shall be 31 charged. Silver Star plates. 3 (a) The Secretary, upon receipt of all applicable fees 4 and applications made in the form prescribed by the 5 Secretary, may issue special registration plates to residents 6 of Illinois who have been awarded the Silver Star by the 7 United States Armed Forces. The special plate issued under 8 this Section shall be affixed only to passenger vehicles of 9 the first division or motor vehicles of the second division 10 weighing not more than 8,000 pounds. Plates issued under this 11 Section shall expire according to the staggered multi-year 12 procedure established by Section 3-414.1 of this Code. 13 (b) The design, color, and format of the plates shall be 14 wholly within the discretion of the Secretary. If the 15 Secretary issues special registration plates under this 16 Section, the Secretary shall, upon request, issue the plates 17 as vanity license plates or personalized license plates in 18 accordance with Section 3-405.1 of this Code.The Secretary19may, in his or her discretion, allow the plates to be issued20as vanity plates or personalized in accordance with Section213-405.1 of this Code.The plates are not required to 22 designate "Land Of Lincoln", as prescribed in subsection (b) 23 of Section 3-412 of this Code. The Secretary shall prescribe 24 the eligibility requirements and, in his or her discretion, 25 shall approve and prescribe stickers or decals as provided 26 under Section 3-412. 27 (c) An applicant shall be charged a $15 fee for original 28 issuance in addition to the appropriate registration fee. 29 This additional fee shall be deposited into the Secretary 30 of State Special License Plate Fund. Mammogram license plates. 3 (a) The Secretary, upon receipt of an application made 4 in the form prescribed by the Secretary, may issue special 5 registration plates designated as Mammogram license plates. 6 The special plates issued under this Section shall be affixed 7 only to passenger vehicles of the first division and motor 8 vehicles of the second division weighing not more than 8,000 9 pounds. Plates issued under this Section shall expire 10 according to the multi-year procedure established by Section 11 3-414.1 of this Code. 12 (b) The design and color of the plates is wholly within 13 the discretion of the Secretary, except that the following 14 phrases shall be on the plates: (i) "Mammograms Save Lives" 15 and (ii) "The Susan G. Komen Foundation". If the Secretary 16 issues special registration plates under this Section, the 17 Secretary shall, upon request, issue the plates as vanity 18 license plates or personalized license plates in accordance 19 with Section 3-405.1 of this Code.The Secretary may allow20the plates to be issued as vanity plates or personalized21under Section 3-405.1 of the Code.The Secretary shall 22 prescribe stickers or decals as provided under Section 3-412 23 of this Code. 24 (c) An applicant for the special plate shall be charged 25 a $25 fee for original issuance in addition to the 26 appropriate registration fee. Of this fee, $10 shall be 27 deposited into the Mammogram Fund and $15 shall be deposited 28 into the Secretary of State Special License Plate Fund, to be 29 used by the Secretary to help defray the administrative 30 processing costs. 31 For each registration renewal period, a $25 fee, in 32 addition to the appropriate registration fee, shall be 33 charged. Of this fee, $23 shall be deposited into the 34 Mammogram Fund and $2 shall be deposited into the Secretary -31- LRB9202535DHmbam06 1 of State Special License Plate Fund. 2 (d) The Mammogram Fund is created as a special fund in 3 the State treasury. All money in the Mammogram Fund shall be 4 paid, subject to appropriation by the General Assembly and 5 approval by the Secretary, as grants to the Susan G. Police Memorial Committee license plates. 11 (a) The Secretary, upon receipt of an application made 12 in the form prescribed by the Secretary, may issue special 13 registration plates designated as Police Memorial Committee 14 license plates. The special plates issued under this Section 15 shall be affixed only to passenger vehicles of the first 16 division and motor vehicles of the second division weighing 17 not more than 8,000 pounds. Plates issued under this Section 18 shall expire according to the multi-year procedure 19 established by Section 3-414.1 of this Code. 20 (b) The design and color of the plates is wholly within 21 the discretion of the Secretary. If the Secretary issues 22 special registration plates under this Section, the Secretary 23 shall, upon request, issue the plates as vanity license 24 plates or personalized license plates in accordance with 25 Section 3-405.1 of this Code.The Secretary may allow the26plates to be issued as vanity plates or personalized under27Section 3-405.1 of the Code.The Secretary shall prescribe 28 stickers or decals as provided under Section 3-412 of this 29 Code. 30 (c) An applicant for the special plate shall be charged 31 a $25 fee for original issuance in addition to the 32 appropriate registration fee. Of this fee, $23 shall be deposited into the Police 7 Memorial Committee Fund and $2 shall be deposited into the 8 Secretary of State Special License Plate Fund. 9 (d) The Police Memorial Committee Fund is created as a 10 special fund in the State treasury. All money in the Police 11 Memorial Committee Fund shall be paid, subject to 12 appropriation by the General Assembly and approval by the 13 Secretary, as grants to the Police Memorial Committee for 14 maintaining a memorial statue, holding an annual memorial 15 commemoration, and giving scholarships to children of police 16 officers killed in the line of duty. 17 (Source: P.A. 90-729, eff. 1-1-99; 91-357, eff. 7-29-99.) 18 (625 ILCS 5/3-645) 19 Sec. 3-645. Vietnam Veteran License Plates. 20 (a) In addition to any other special license plate, the 21 Secretary, upon receipt of all applicable fees and 22 applications made in the form prescribed by the Secretary of 23 State, may issue Vietnam Veteran license plates to residents 24 of Illinois who meet eligibility requirements prescribed by 25 the Secretary of State. The special Vietnam Veteran plate 26 issued under this Section shall be affixed only to passenger 27 vehicles of the first division and motor vehicles of the 28 second division weighing not more than 8,000 pounds. Plates 29 issued under this Section shall expire according to the 30 staggered multi-year procedure established by Section 3-414.1 31 of this Code. 32 (b) The design, color, and format of the plates shall be 33 wholly within the discretion of the Secretary of State. If -33- LRB9202535DHmbam06 1 the Secretary issues special registration plates under this 2 Section, the Secretary shall, upon request, issue the plates 3 as vanity license plates or personalized license plates in 4 accordance with Section 3-405.1 of this Code.The Secretary5may, in his or her discretion, allow the plates to be issued6as vanity plates or personalized in accordance with Section73-405.1 of this Code.The plates are not required to 8 designate "Land Of Lincoln", as prescribed in subsection (b) 9 of Section 3-412 of this Code. The Secretary shall prescribe 10 the eligibility requirements and, in his or her discretion, 11 shall approve and prescribe stickers or decals as provided 12 under Section 3-412. 13 (c) An applicant shall be charged a $15 fee for original 14 issuance in addition to the applicable registration fee. 15 This additional fee shall be deposited into the Secretary of 16 State Special License Plate Fund. For each registration 17 renewal period, a $2 fee, in addition to the appropriate 18 registration fee, shall be charged and shall be deposited 19 into the Secretary of State Special License Plate Fund. 20 (Source: P.A. 91-805, eff. 1-1-01.) 21 (625 ILCS 5/3-646) 22 Sec. 3-646. Organ Donor Awareness license plates. 23 (a) The Secretary, upon receipt of an application made 24 in the form prescribed by the Secretary, may issue special 25 registration plates designated as Organ Donor Awareness 26 license plates. The special plates issued under this Section 27 shall be affixed only to passenger vehicles of the first 28 division and motor vehicles of the second division weighing 29 not more than 8,000 pounds. Plates issued under this Section 30 shall expire according to the multi-year procedure 31 established by Section 3-414.1 of this Code. 32 (b) The design and color of the plates is wholly within 33 the discretion of the Secretary, except that the phrase "Be -34- LRB9202535DHmbam06 1 An Organ Donor" shall be on the plates, and the design of the 2 plates shall incorporate a reference to the Chicago Bears 3 organization and Walter Payton. If the Secretary issues 4 special registration plates under this Section, the Secretary 5 shall, upon request, issue the plates as vanity license 6 plates or personalized license plates in accordance with 7 Section 3-405.1 of this Code.The Secretary may allow the8plates to be issued as vanity plates or personalized under9Section 3-405.1 of the Code.The Secretary shall prescribe 10 stickers or decals as provided under Section 3-412 of this 11 Code. 12 (c) An applicant for the special plate shall be charged 13 a $25 fee for original issuance in addition to the 14 appropriate registration fee. Of this additional fee, $10 15 shall be deposited into the Organ Donor Awareness Fund and 16 $15 shall be deposited into the Secretary of State Special 17 License Plate Fund, to be used by the Secretary to help 18 defray the administrative processing costs. 19 For each registration renewal period, a $25 fee, in 20 addition to the appropriate registration fee, shall be 21 charged. Of this additional fee, $23 shall be deposited into 22 the Organ Donor Awareness Fund and $2 shall be deposited into 23 the Secretary of State Special License Plate Fund. 24 (d) The Organ Donor Awareness Fund is created as a 25 special fund in the State treasury. Subject to appropriation 26 by the General Assembly and approval by the Secretary, 50% of 27 the moneys in the Organ Donor Awareness Fund shall be paid as 28 grants to the Regional Organ Bank of Illinois, and the 29 remaining 50% of the moneys in that fund shall be paid as 30 grants to Mid-America Transplant Services. 31 (Source: P.A. 91-805, eff. 1-1-01.) 32 (625 ILCS 5/3-647) 33 Sec. 3-647. World War II Veteran License Plates. -35- LRB9202535DHmbam06 1 (a) In addition to any other special license plate, the 2 Secretary, upon receipt of all applicable fees and 3 applications made in the form prescribed by the Secretary of 4 State, may issue World War II Veteran license plates to 5 residents of Illinois who meet eligibility requirements 6 prescribed by the Secretary of State. The special World War 7 II Veteran plate issued under this Section shall be affixed 8 only to passenger vehicles of the first division and motor 9 vehicles of the second division weighing not more than 8,000 10 pounds. Plates issued under this Section shall expire 11 according to the staggered multi-year procedure established 12 by Section 3-414.1 of this Code. 13 (b) The design, color, and format of the plates shall be 14 wholly within the discretion of the Secretary of State. If 15 the Secretary issues special registration plates under this 16 Section, the Secretary shall, upon request, issue the plates 17 as vanity license plates or personalized license plates in 18 accordance with Section 3-405.1 of this Code.The Secretary19may, in his or her discretion, allow the plates to be issued20as vanity plates or personalized in accordance with Section213-405.1 of this Code.The plates are not required to 22 designate "Land Of Lincoln", as prescribed in subsection (b) 23 of Section 3-412 of this Code.
