The Coal Technology Research Fund."; and 5 on page 1, by replacing line 9 with the following: 6 "changing Section 3-412 and adding Sections 3-648, 3-649, 7 3-650, 3-651, 3-652, 3-653, 3-654, 3-655, 3-656, 3-657, and 8 3-658 as follows: 9 (625 ILCS 5/3-412) (from Ch. 95 1/2, par. 3-412) 10 Sec. 3-412. Registration plates and registration 11 stickers to be furnished by the Secretary of State. 12 (a) The Secretary of State upon registering a vehicle 13 subject to annual registration for the first time shall 14 issue or shall cause to be issued to the owner one 15 registration plate for a motorcycle, trailer, semitrailer, 16 motorized pedalcycle or truck-tractor, 2 registration plates 17 for other motor vehicles and, where applicable, current 18 registration stickers for motor vehicles of the first 19 division. The provisions of this Section may be made 20 applicable to such vehicles of the second division, as the 21 Secretary of State may, from time to time, in his discretion 22 designate. On subsequent annual registrations during the term 23 of the registration plate as provided in Section 3-414.1, the 24 Secretary shall issue or cause to be issued registration 25 stickers as evidence of current registration. However, the 26 issuance of annual registration stickers to vehicles 27 registered under the provisions of Section 3-402.1 of this 28 Code may not be required if the Secretary deems the issuance 29 unnecessary. 30 (b) Every registration plate shall have displayed upon 31 it the registration number assigned to the vehicle for which -3- LRB9202535WHpcam 1 it is issued, the name of this State, which may be 2 abbreviated, the year number for which it was issued, which 3 may be abbreviated, the phrase "Land of Lincoln", except as 4 provided in Sections 3-626, 3-629, 3-633, 3-634, 3-637, 5 3-638,and3-642, 3-645, 3-647, 3-648, 3-651, 3-652, 3-654, 6 and 3-658, and such other letters or numbers as the Secretary 7 may prescribe. However, for apportionment plates issued to 8 vehicles registered under Section 3-402.1, the phrase "Land 9 of Lincoln" may be omitted to allow for the word 10 "apportioned" to be displayed. The Secretary may in his 11 discretion prescribe that letters be used as prefixes only on 12 registration plates issued to vehicles of the first division 13 which are registered under this Code and only as suffixes on 14 registration plates issued to other vehicles. Every 15 registration sticker issued as evidence of current 16 registration shall designate the year number for which it is 17 issued and such other letters or numbers as the Secretary may 18 prescribe and shall be of a contrasting color with the 19 registration plates and registration stickers of the previous 20 year. 21 (c) Each registration plate and the required letters and 22 numerals thereon, except the year number for which issued, 23 shall be of sufficient size to be plainly readable from a 24 distance of 100 feet during daylight, and shall be coated 25 with reflectorizing material. The dimensions of the plate 26 issued to vehicles of the first division shall be 6 by 12 27 inches. 28 (d) The Secretary of State shall issue for every 29 passenger motor vehicle rented without a driver the same type 30 of registration plates as the type of plates issued for a 31 private passenger vehicle. 32 (e) The Secretary of State shall issue for every 33 passenger car used as a taxicab or livery, distinctive 34 registration plates. -4- LRB9202535WHpcam 1 (f) The Secretary of State shall issue for every 2 motorcycle distinctive registration plates distinguishing 3 between motorcycles having 150 or more cubic centimeters 4 piston displacement, or having less than 150 cubic centimeter 5 piston displacement. 6 (g) Registration plates issued to vehicles for-hire may 7 display a designation as determined by the Secretary that 8 such vehicles are for-hire. 9 (h) The Secretary of State shall issue for each electric 10 vehicle distinctive registration plates which shall 11 distinguish between electric vehicles having a maximum 12 operating speed of 45 miles per hour or more and those having 13 a maximum operating speed of less than 45 miles per hour. 14 (i) The Secretary of State shall issue for every public 15 and private ambulance registration plates identifying the 16 vehicle as an ambulance. The Secretary shall forward to the 17 Department of Public Aid registration information for the 18 purpose of verification of claims filed with the Department 19 by ambulance owners for payment for services to public 20 assistance recipients. 21 (j) The Secretary of State shall issue for every public 22 and private medical carrier or rescue vehicle livery 23 registration plates displaying numbers within ranges of 24 numbers reserved respectively for medical carriers and rescue 25 vehicles. The Secretary shall forward to the Department of 26 Public Aid registration information for the purpose of 27 verification of claims filed with the Department by owners of 28 medical carriers or rescue vehicles for payment for services 29 to public assistance recipients. 30 (Source: P.A. 89-424, eff. 6-1-96; 89-564, eff. 7-1-97; 31 89-612, eff. 8-9-96; 89-621, eff. 1-1-97; 89-639, eff. 32 1-1-97; 90-14, eff. 7-1-97; 90-533, eff. 11-14-97; 90-655, 33 eff. 7-30-98.)"; and 34 on page 3, by inserting after line 4 the following: -5- LRB9202535WHpcam 1 "(625 ILCS 5/3-649 new) 2 Sec. 3-649. Pet Friendly license plates. 3 (a) The Secretary, upon receipt of an application made 4 in the form prescribed by the Secretary, may issue special 5 registration plates designated as Pet Friendly license 6 plates. The special plates issued under this Section shall 7 be affixed only to passenger vehicles of the first division, 8 motor vehicles of the second division weighing not more than 9 8,000 pounds, and recreational vehicles as defined in Section 10 1-169 of this Code. Plates issued under this Section shall 11 expire according to the multi-year procedure established by 12 Section 3-414.1 of this Code. 13 (b) The design and color of the plates is wholly within 14 the discretion of the Secretary, except that the phrase "I am 15 pet friendly" shall be on the plates. The Secretary may allow 16 the plates to be issued as vanity plates or personalized 17 plates under Section 3-405.1 of the Code. The Secretary 18 shall prescribe stickers or decals as provided under Section 19 3-412 of this Code. 20 (c) An applicant for the special plate shall be charged 21 a $40 fee for original issuance in addition to the 22 appropriate registration fee. Of this additional fee, $25 23 shall be deposited into the Pet Overpopulation Control Fund 24 and $15 shall be deposited into the Secretary of State 25 Special License Plate Fund, to be used by the Secretary to 26 help defray the administrative processing costs. 27 For each registration renewal period, a $27 fee, in 28 addition to the appropriate registration fee, shall be 29 charged. Of this additional fee, $25 shall be deposited into 30 the Pet Overpopulation Control Fund and $2 shall be deposited 31 into the Secretary of State Special License Plate Fund. 32 (d) The Pet Overpopulation Control Fund is created as a 33 special fund in the State treasury. All moneys in the Pet 34 Overpopulation Control Fund shall be paid, subject to -6- LRB9202535WHpcam 1 appropriation by the General Assembly and approval by the 2 Secretary, as grants to humane societies exempt from federal 3 income taxation under Section 501(c)(3) of the Internal 4 Revenue Code to be used solely for the humane sterilization 5 of dogs and cats in the State of Illinois. In approving 6 grants under this subsection (d), the Secretary shall 7 consider recommendations for grants made by a volunteer board 8 appointed by the Secretary that shall consist of 5 Illinois 9 residents who are officers or directors of humane societies 10 operating in different regions in Illinois. 11 (625 ILCS 5/3-650 new) 12 Sec. 3-650. Hospice license plates. 13 (a) The Secretary, upon receipt of an application made 14 in the form prescribed by the Secretary, may issue special 15 registration plates designated as Hospice license plates. 16 The special plates issued under this Section shall be affixed 17 only to passenger vehicles of the first division and motor 18 vehicles of the second division weighing not more than 8,000 19 pounds. Plates issued under this Section shall expire 20 according to the multi-year procedure established by Section 21 3-414.1 of this Code. 22 (b) The color of the plates is wholly within the 23 discretion of the Secretary. The design of the plates shall 24 include the word "Hospice" above drawings of two lilies and a 25 butterfly. The Secretary may allow the plates to be issued as 26 vanity plates or personalized under Section 3-405.1 of the 27 Code. The Secretary shall prescribe stickers or decals as 28 provided under Section 3-412 of this Code. 29 (c) An applicant for the special plate shall be charged 30 a $25 fee for original issuance in addition to the 31 appropriate registration fee. Of this fee, $10 shall be 32 deposited into the Hospice Fund and $15 shall be deposited 33 into the Secretary of State Special License Plate Fund, to be -7- LRB9202535WHpcam 1 used by the Secretary to help defray the administrative 2 processing costs. 3 For each registration renewal period, a $25 fee, in 4 addition to the appropriate registration fee, shall be 5 charged. Of this fee, $23 shall be deposited into the 6 Hospice Fund and $2 shall be deposited into the Secretary of 7 State Special License Plate Fund. 8 (d) The Hospice Fund is created as a special fund in the 9 State treasury. All money in the Hospice Fund shall be paid, 10 subject to appropriation by the General Assembly and approval 11 by the Secretary, to the Department of Public Health for 12 distribution as grants for hospice services as defined in the 13 Hospice Program Licensing Act. The Director of Public Health 14 shall adopt rules for the distribution of these grants. 15 (625 ILCS 5/3-651 new) 16 Sec. 3-651. Union Member license plates. 17 (a) In addition to any other special license plate, the 18 Secretary, upon receipt of all applicable fees and 19 applications made in the form prescribed by the Secretary of 20 State, may issue Union Member license plates to residents of 21 Illinois who meet eligibility requirements prescribed by the 22 Secretary of State. The special Union Member plate issued 23 under this Section shall be affixed only to passenger 24 vehicles of the first division and motor vehicles of the 25 second division weighing not more than 8,000 pounds. Plates 26 issued under this Section shall expire according to the 27 staggered multi-year procedure established by Section 3-414.1 28 of this Code. 29 (b) The design, color, and format of the plates shall be 30 wholly within the discretion of the Secretary of State, 31 except that the plates shall show support for union members. 32 The Secretary may, in his or her discretion, allow the plates 33 to be issued as vanity or personalized plates in accordance -8- LRB9202535WHpcam 1 with Section 3-405.1 of this Code. The plates are not 2 required to designate "Land Of Lincoln", as prescribed in 3 subsection (b) of Section 3-412 of this Code. The Secretary 4 shall prescribe the eligibility requirements and, in his or 5 her discretion, shall approve and prescribe stickers or 6 decals as provided under Section 3-412. 7 (c) An applicant shall be charged a $15 fee for original 8 issuance in addition to the applicable registration fee. 9 This additional fee shall be deposited into the Secretary of 10 State Special License Plate Fund. For each registration 11 renewal period, a $2 fee, in addition to the appropriate 12 registration fee, shall be charged and shall be deposited 13 into the Secretary of State Special License Plate Fund. 14 (625 ILCS 5/3-652 new) 15 Sec. 3-652. Lions of Illinois license plates. 16 (a) In addition to any other special license plate, the 17 Secretary, upon receipt of all applicable fees and 18 applications made in the form prescribed by the Secretary of 19 State, may issue Lions of Illinois license plates to 20 residents of Illinois who meet eligibility requirements 21 prescribed by the Secretary of State. The special Lions of 22 Illinois plate issued under this Section shall be affixed 23 only to passenger vehicles of the first division and motor 24 vehicles of the second division weighing not more than 8,000 25 pounds. Plates issued under this Section shall expire 26 according to the staggered multi-year procedure established 27 by Section 3-414.1 of this Code. 28 (b) The design, color, and format of the plates shall be 29 wholly within the discretion of the Secretary of State, 30 except that the International Association of Lions Clubs 31 emblem shall appear at the lower right corner of the plate, 32 and immediately to the left of the emblem shall appear the 33 following words: "Lions of Illinois". The Secretary may, in -9- LRB9202535WHpcam 1 his or her discretion, allow the plates to be issued as 2 vanity or personalized plates in accordance with Section 3 3-405.1 of this Code. The plates are not required to 4 designate "Land Of Lincoln", as prescribed in subsection (b) 5 of Section 3-412 of this Code. The Secretary shall prescribe 6 the eligibility requirements and, in his or her discretion, 7 shall approve and prescribe stickers or decals as provided 8 under Section 3-412. 9 (c) An applicant for the special plate shall be charged 10 a $40 fee for original issuance in addition to the 11 appropriate registration fee. Of this fee, $25 shall be 12 deposited into the Lions of Illinois Fund and $15 shall be 13 deposited into the Secretary of State Special License Plate 14 Fund, to be used by the Secretary to help defray the 15 administrative processing costs. 16 For each registration renewal period, a $27 fee, in 17 addition to the appropriate registration fee, shall be 18 charged. Of this fee, $25 shall be deposited into the Lions 19 of Illinois Fund and $2 shall be deposited into the Secretary 20 of State Special License Plate Fund. 21 (d) The Lions of Illinois Fund is created as a special 22 fund in the State treasury. All moneys in the Lions of 23 Illinois Fund shall be paid, subject to appropriation by the 24 General Assembly and approval by the Secretary, as grants to 25 the Lions of Illinois Fund. 26 (625 ILCS 5/3-653 new) 27 Sec. 3-653. Illinois Correctional Employee Memorial 28 license plates. 29 (a) The Secretary, upon receipt of an application made 30 in the form prescribed by the Secretary, may issue special 31 registration plates designated as Illinois Correctional 32 Employee Memorial license plates. The special plates issued 33 under this Section shall be affixed only to passenger -10- LRB9202535WHpcam 1 vehicles of the first division and motor vehicles of the 2 second division weighing not more than 8,000 pounds. Plates 3 issued under this Section shall expire according to the 4 multi-year procedure established by Section 3-414.1 of this 5 Code. 6 (b) The design and color of the plates is wholly within 7 the discretion of the Secretary. The Secretary may allow the 8 plates to be issued as vanity or personalized plates under 9 Section 3-405.1 of this Code. The Secretary shall prescribe 10 stickers or decals as provided under Section 3-412 of this 11 Code. 12 (c) An applicant for the special plate shall be charged 13 a $25 fee for original issuance in addition to the 14 appropriate registration fee. Of this fee, $10 shall be 15 deposited into the Illinois Correctional Employee Memorial 16 Fund and $15 shall be deposited into the Secretary of State 17 Special License Plate Fund, to be used by the Secretary to 18 help defray the administrative processing costs. 19 For each registration renewal period, a $17 fee, in 20 addition to the appropriate registration fee, shall be 21 charged. Of this fee, $15 shall be deposited into the 22 Illinois Correctional Employee Memorial Fund and $2 shall be 23 deposited into the Secretary of State Special License Plate 24 Fund. 25 (d) The Illinois Correctional Employee Memorial Fund is 26 created as a special fund in the State treasury. All money 27 in the Illinois Correctional Employee Memorial Fund shall, 28 subject to appropriation by the General Assembly and approval 29 by the Secretary, be used by the Department of Corrections 30 for construction and maintenance of the Illinois Correctional 31 Employee Memorial, to be located at the State Capitol grounds 32 in Springfield, Illinois, and for holding an annual memorial 33 commemoration. -11- LRB9202535WHpcam 1 (625 ILCS 5/3-654 new) 2 Sec. 3-654. Paratrooper license plates. 3 (a) In addition to any other special license plate, the 4 Secretary, upon receipt of all applicable fees and 5 applications made in the form prescribed by the Secretary of 6 State, may issue Paratrooper license plates to residents of 7 Illinois who meet eligibility requirements prescribed by the 8 Secretary of State. The special Paratrooper plate issued 9 under this Section shall be affixed only to passenger 10 vehicles of the first division and motor vehicles of the 11 second division weighing not more than 8,000 pounds. Plates 12 issued under this Section shall expire according to the 13 staggered multi-year procedure established by Section 3-414.1 14 of this Code. 15 (b) The design, color, and format of the plates shall be 16 wholly within the discretion of the Secretary of State. The 17 Secretary may, in his or her discretion, allow the plates to 18 be issued as vanity or personalized plates in accordance with 19 Section 3-405.1 of this Code. The plates are not required to 20 designate "Land Of Lincoln", as prescribed in subsection (b) 21 of Section 3-412 of this Code. The Secretary shall prescribe 22 the eligibility requirements and, in his or her discretion, 23 shall approve and prescribe stickers or decals as provided 24 under Section 3-412. 25 (c) An applicant shall be charged a $15 fee for original 26 issuance in addition to the applicable registration fee. 27 This additional fee shall be deposited into the Secretary of 28 State Special License Plate Fund. For each registration 29 renewal period, a $2 fee, in addition to the appropriate 30 registration fee, shall be charged and shall be deposited 31 into the Secretary of State Special License Plate Fund. 32 (625 ILCS 5/3-655 new) 33 Sec. 3-655. K-12 Education license plates. -12- LRB9202535WHpcam 1 (a) The Secretary, upon receipt of an application made 2 in the form prescribed by the Secretary, may issue special 3 registration plates designated as K-12 Education license 4 plates. The special plates issued under this Section shall 5 be affixed only to passenger vehicles of the first division 6 and motor vehicles of the second division weighing not more 7 than 8,000 pounds. Plates issued under this Section shall 8 expire according to the multi-year procedure established by 9 Section 3-414.1 of this Code. 10 (b) The design and color of the plates is wholly within 11 the discretion of the Secretary. The Secretary may allow the 12 plates to be issued as vanity or personalized plates under 13 Section 3-405.1 of the Code. The Secretary shall prescribe 14 stickers or decals as provided under Section 3-412 of this 15 Code. 16 (c) An applicant for the special plate shall be charged 17 a $40 fee for original issuance in addition to the 18 appropriate registration fee. Of this fee, $25 shall be 19 deposited into the K-12 Education Fund and $15 shall be 20 deposited into the Secretary of State Special License Plate 21 Fund, to be used by the Secretary to help defray the 22 administrative processing costs. 23 For each registration renewal period, a $27 fee, in 24 addition to the appropriate registration fee, shall be 25 charged. Of this fee, $25 shall be deposited into the K-12 26 Education Fund and $2 shall be deposited into the Secretary 27 of State Special License Plate Fund. 28 (d) The K-12 Education Fund is created as a special fund 29 in the State treasury. All money in the K-12 Education Fund 30 shall be paid, subject to appropriation by the General 31 Assembly and approval by the Secretary, as grants to the 32 individual school districts designated by each applicant. 33 (625 ILCS 5/3-656 new) -13- LRB9202535WHpcam 1 Sec. 3-656. Park District Youth Program license plates. 2 (a) In addition to any other special license plate, the 3 Secretary, upon receipt of all applicable fees and 4 applications made in the form prescribed by the Secretary of 5 State, may issue Park District Youth Program license plates. 6 The special Park District Youth Program plate issued under 7 this Section shall be affixed only to passenger vehicles of 8 the first division and motor vehicles of the second division 9 weighing not more than 8,000 pounds. Plates issued under this 10 Section shall expire according to the staggered multi-year 11 procedure established by Section 3-414.1 of this Code. 12 (b) The design, color, and format of the plates shall be 13 wholly within the discretion of the Secretary of State. 14 Appropriate documentation, as determined by the Secretary, 15 must accompany each application. The Secretary, in his or her 16 discretion, shall approve and prescribe stickers or decals as 17 provided under Section 3-412. 18 (c) An applicant for the special plate shall be charged 19 a $40 fee for original issuance in addition to the 20 appropriate registration fee. Of this fee, $25 shall be 21 deposited into the Park District Youth Program Fund and $15 22 shall be deposited into the Secretary of State Special 23 License Plate Fund, to be used by the Secretary to help 24 defray the administrative processing costs. 25 For each registration renewal period, a $27 fee, in 26 addition to the appropriate registration fee, shall be 27 charged. Of this fee, $25 shall be deposited into the Park 28 District Youth Program Fund and $2 shall be deposited into 29 the Secretary of State Special License Plate Fund. 30 (d) The Park District Youth Program Fund is created as a 31 special fund in the State treasury. All money in the Park 32 District Youth Program Fund shall be paid, subject to 33 appropriation by the General Assembly and approval by the 34 Secretary, as grants to the Illinois Association of Park -14- LRB9202535WHpcam 1 Districts, a not-for-profit corporation, for grants to park 2 districts and recreation agencies providing innovative after 3 school programming for Illinois youth. 4 (625 ILCS 5/3-657 new) 5 Sec. 3-657. Illinois Coal Mining license plates. 6 (a) The Secretary, upon receipt of an application made 7 in the form prescribed by the Secretary, may issue special 8 registration plates designated as Coal Mining license plates. 9 The special plates issued under this Section shall be affixed 10 only to passenger vehicles of the first division and motor 11 vehicles of the second division weighing not more than 8,000 12 pounds. Plates issued under this Section shall expire 13 according to the multi-year procedure established by Section 14 3-414.1 of this Code. 15 (b) The design and color of the plates is wholly within 16 the discretion of the Secretary. The Secretary may allow the 17 plates to be issued as vanity or personalized plates under 18 Section 3-405.1 of this Code. The Secretary shall prescribe 19 stickers or decals as provided under Section 3-412 of this 20 Code. 21 (c) An applicant for the special plate shall be charged 22 a $25 fee for original issuance in addition to the 23 appropriate registration fee. Of this fee, $10 shall be 24 deposited into the Coal Technology Research Fund and $15 25 shall be deposited into the Secretary of State Special 26 License Plate Fund, to be used by the Secretary to help 27 defray the administrative processing costs. 28 For each registration renewal period, a $17 fee, in 29 addition to the appropriate registration fee, shall be 30 charged. Of this fee, $15 shall be deposited into the Coal 31 Technology Research Fund and $2 shall be deposited into the 32 Secretary of State Special License Plate Fund. 33 (d) The Coal Technology Research Fund is created as a -15- LRB9202535WHpcam 1 special fund in the State treasury. All money in the Coal 2 Technology Research Fund shall, subject to appropriation by 3 the General Assembly, be used by the Coal Extraction and 4 Utilization Research Center at Southern Illinois University 5 for coal technology research. 6 (625 ILCS 5/3-658 new) 7 Sec. 3-658. Small Business/Entrepreneur license plates. 8 (a) In addition to any other special license plate, the 9 Secretary, upon receipt of all applicable fees and 10 applications made in the form prescribed by the Secretary of 11 State, may issue Small Business/Entrepreneur license plates 12 to residents of Illinois who meet eligibility requirements 13 prescribed by the Secretary of State. The special Small 14 Business/Entrepreneur plate issued under this Section shall 15 be affixed only to passenger vehicles of the first division 16 and motor vehicles of the second division weighing not more 17 than 8,000 pounds. Plates issued under this Section shall 18 expire according to the staggered multi-year procedure 19 established by Section 3-414.1 of this Code. 20 (b) The design, color, and format of the plates shall be 21 wholly within the discretion of the Secretary of State, 22 except that the plates shall show support for small business 23 and entrepreneurship. The Secretary may, in his or her 24 discretion, allow the plates to be issued as vanity or 25 personalized plates in accordance with Section 3-405.1 of 26 this Code. The plates are not required to designate "Land Of 27 Lincoln", as prescribed in subsection (b) of Section 3-412 of 28 this Code. The Secretary shall prescribe the eligibility 29 requirements and, in his or her discretion, shall approve and 30 prescribe stickers or decals as provided under Section 3-412. 31 (c) An applicant shall be charged a $15 fee for original 32 issuance in addition to the applicable registration fee. 33 This additional fee shall be deposited into the Secretary of -16- LRB9202535WHpcam 1 State Special License Plate Fund.
