 1        AN ACT regarding libraries.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 1.  Short title.  This Act may be  cited  as  the
 5    Illinois Library System Task Force Act.

 6        Section 5.  Task Force established; duties; report.
 7        (a)  There  is hereby established a Task Force consisting
 8    of 9 members appointed by the Secretary  of  State  with  the
 9    advice  and  consent of the Senate.  The Task Force may begin
10    to conduct business upon the appointment of a majority of the
11    members.  The members of the Task  Force  must  be  appointed
12    before  September  1,  2001.  Members of the Task Force shall
13    serve for the  duration  of  the  Task  Force  and  shall  be
14    reimbursed  for  reasonable  expenses.   The  Illinois  State
15    Library shall provide staff support for the Task Force.
16        (b)  The  Task  force  shall hold hearings throughout the
17    State and shall study the following:
18             (1)  The  means  by  which  public   libraries   and
19        elementary and secondary school libraries can enhance the
20        coordination  of students accessing information in public
21        libraries.
22             (2)  The  means  by  which  public   libraries   and
23        elementary  and secondary school libraries can access new
24        library information technology and enhance the capability
25        of funding for technology from federal, State, local, and
26        other resources.
27             (3)  The issues involved in and  the  effectiveness,
28        cost,  and  means  of  implementing  a  statewide  public
29        library service.
30        (c)  The Task Force shall submit a report of its findings
31    and  recommendations to the Governor, the Secretary of State,

 1    and the General Assembly on or before January 1, 2003.

 2        Section 10.  Repeal.  This Act is repealed on January  1,
 3    2003.

 4        Section  99.  Effective date.  This Act takes effect upon
 5    becoming law.
