92_SB1710ham002 LRB9215585BDdvam03 1 AMENDMENT TO SENATE BILL 1710 2 AMENDMENT NO. . Amend Senate Bill 1710 on page 1, 3 immediately below line 12, by inserting the following: 4 "Section 50. The Disaster Service Volunteer Leave Act is 5 amended by changing Section 3 as follows: 6 (5 ILCS 335/3) (from Ch. 127, par. 4053) 7 Sec. 3. Disaster Service Volunteer Leave. An employee 8 of a State agency who is a certified disaster service 9 volunteer of the American Red Cross or assigned to the 10 Illinois Emergency Management Agency in accordance with the 11 Illinois Emergency Management Act, the Emergency Management 12 Assistance Compact Act, or other applicable administrative 13 rules may be granted leave from his work with pay for not 14 more than 20 working days in any 12-month period to 15 participate in specialized disaster relief services for the 16 American Red Cross or for the Illinois Emergency Management 17 Agency, as the case may be, upon the request of the American 18 Red Cross or the Illinois Emergency Management Agency for the 19 services of that employee and upon the approval of that 20 employee's agency, without loss of seniority, pay, vacation 21 time, compensatory time, personal days, sick time or earned 22 overtime accumulation. The agency shall compensate an -2- LRB9215585BDdvam03 1 employee granted leave under this Section at his regular rate 2 of pay for those regular work hours during which the employee 3 is absent from his work. For purposes of assessing State 4 disaster response needs, requests made pursuant to this Act 5 for services out-of-state shall be coordinated by the 6 American Red Cross and the Illinois Emergency Management 7 Agency through the Illinois State Emergency Operations 8 Center. The Illinois Emergency Management Agency may consult 9 with the Department of Central Management Services on leave 10 issues that could impact the operations of State agencies 11 under the Governor's jurisdiction. Leave under this Act shall 12 not be unreasonably deniedgranted onlyfor services related 13 to a disasteroccurringwithin the United States or its 14 territoriesState of Illinois. 15 (Source: P.A. 87-638.)".
