92_SR0147 LRB9208721RHrh 1 SENATE RESOLUTION 2 WHEREAS, The current Illinois Procurement Code was 3 enacted in 1998 as a comprehensive and sweeping reform of the 4 State's procurement and purchasing practices; and 5 WHEREAS, The Illinois Procurement Code stipulates that 6 all State construction contracts must be procured through 7 competitive sealed bidding; and 8 WHEREAS, The Illinois Procurement Code states that all 9 construction contracts that exceed $250,000 are required to 10 have separate specification and bidding for plumbing, 11 heating, ventilation, electrical wiring, and general contract 12 work; and 13 WHEREAS, Senate Bill 735 of the 92nd General Assembly was 14 introduced to amend the Illinois Procurement Code and add 15 "masonry" to the list of categories requiring separate 16 bidding for State Construction contracts; and 17 WHEREAS, The Capital Development Board issued a fiscal 18 note for Senate Bill 735 stating that this legislation is 19 expected to raise the costs of projects by as much as ten 20 percent to cover increased design, coordination, and 21 administration costs, with the yearly impact estimated to be 22 $45,000,000; and 23 WHEREAS, The Capital Development Board also stated that 24 Senate Bill 735 is expected to raise the Agency's 25 administration costs by approximately $1,000,000 in the first 26 year and $600,000 yearly thereafter; and 27 WHEREAS, Some would question if increasing the number of 28 categories requiring bids would increase State cost by as 29 much as $45,000,000, if reducing the number of categories 30 requiring separate bidding would decrease the cost of 31 projects by as much as $45,000,000 per category; therefore, -2- LRB9208721RHrh 1 be it 2 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 3 ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General 4 shall study the possible effects of eliminating the five 5 separate specifications for bidding on State construction 6 contracts as a means of reducing the cost of State 7 construction projects; and be it further 8 RESOLVED, That the study shall include the fiscal impact 9 on the State of Illinois, construction contractors and 10 construction sub-contractors; and be it further 11 RESOLVED, That the Auditor General shall report its 12 finding and recommendations to the Illinois Senate no later 13 than January 1, 2002; and be it further 14 RESOLVED, That a copy of this resolution be sent to the 15 Auditor General.
