92_SR0147enr 92SR0147 Enrolled LRB9208721RHrh 1 STATE OF ILLINOIS 2 NINETY-SECOND GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 147 5 Offered by Senator Steve Rauschenberger 6 WHEREAS, The current Illinois Procurement Code was 7 enacted in 1998 as a comprehensive and sweeping reform of the 8 State's procurement and purchasing practices; and 9 WHEREAS, The Illinois Procurement Code stipulates that 10 all State construction contracts must be procured through 11 competitive sealed bidding; and 12 WHEREAS, The Illinois Procurement Code states that all 13 construction contracts that exceed $250,000 are required to 14 have separate specification and bidding for plumbing, 15 heating, ventilation, electrical wiring, and general contract 16 work; and 17 WHEREAS, Senate Bill 735 of the 92nd General Assembly was 18 introduced to amend the Illinois Procurement Code and add 19 "masonry" to the list of categories requiring separate 20 bidding for State construction contracts; and 21 WHEREAS, The Capital Development Board issued a fiscal 22 note for Senate Bill 735 stating that this legislation is 23 expected to raise the costs of projects by as much as ten 24 percent to cover increased design, coordination, and 25 administration costs, with the yearly impact estimated to be 26 $45,000,000; and 27 WHEREAS, The Capital Development Board also stated that 28 Senate Bill 735 is expected to raise the Agency's 29 administration costs by approximately $1,000,000 in the first 30 year and $600,000 yearly thereafter; and 92SR0147 Enrolled -2- LRB9208721RHrh 1 WHEREAS, Some would question if increasing the number of 2 categories requiring bids would increase State cost by as 3 much as $45,000,000, if reducing the number of categories 4 requiring separate bidding would decrease the cost of 5 projects by as much as $45,000,000 per category; therefore, 6 be it 7 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 8 ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General 9 shall study the possible effects of eliminating the five 10 separate specifications for bidding on State construction 11 contracts as a means of reducing the cost of State 12 construction projects; and be it further 13 RESOLVED, That the study shall include the fiscal impact 14 on the State of Illinois, construction contractors and 15 construction sub-contractors; and be it further 16 RESOLVED, That the study shall include an analysis of 17 using design-build practices for State construction projects; 18 and be it further 19 RESOLVED, That the Auditor General shall report its 20 findings and recommendations to the Illinois Senate no later 21 than May 1, 2002; and be it further 22 RESOLVED, That a copy of this resolution be sent to the 23 Auditor General. 24 Adopted by the Senate, May 29, 2001. 25 _______________________ 26 President of the Senate 27 _______________________ 28 Secretary of the Senate
