        Amends the Township Code.  Provides  that  a  tax  levy  for  the      
   purpose  of  providing  services  to  senior  citizens  may be made in      
   addition to any other taxes and is not subject to  the  Township  Code      
   tax  rate  increase limitations. Changes the definition of "open land"      
   or "open space" to include land or  water  of  an  area  of  10  acres      
   (instead  of  50  acres).   Provides  that  a township may construct a      
   township hall under contracts providing for payment over a  period  of      
   time of not more than 10 years (instead of 5 years). Provides that the      
   funds  that  the  township  may,  by  resolution,  transfer funds from      
   specifically includes the general assistance fund.   Provides  that  a      
   referendum is required for a township to lease, for a period of longer      
   than  10  years (instead of 5 years), a township hall, a multi-purpose      
   senior center, or a combination of the 2. Provides that a township may      
   borrow money from a township road district fund if the money is to  be      
   repaid within 10 years (instead of one year). Makes a technical change      
   to  a  cross-reference.   Amends  the Illinois Highway Code.  Provides      
   that township road districts, with the approval of the town  board  of      
   trustees,  may  borrow  money  from the town fund if the money will be      
   repaid within 10 years (instead of one year). Effective immediately.        
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

        Deletes everything. Amends the Township  Code.  Provides  that  a      
   township  may borrow money from a bank or financial institution if the      
   money is to be repaid  within 10 years (instead of one year). Provides      
   that senior citizens  services  provided  for  by  the  tax  levy  may      
   include,  but  are  not  limited  to,  the  construction, maintenance,      
   repair, and operation of a senior citizens center. Provides  that  the      
   tax  levy is subject to the extension limits set forth in the Property      
   Tax Extension Limitation Law of the Property  Code.  Provides  that  a      
   township  may  construct a township hall under contracts providing for      
   payment over a period of time of not more than 10 years (instead of  5      
   years).  Provides that the funds that the township may, by resolution,

          HB 4429 (H-am 1) does not incur a fiscal impact on DCCA. The         
          effect of the legislation is to provide a mechanism which can        
          be utilized in maintaining adequate funding levels within town-      
          ship budgets for various projects and services. Therefore, to        
          the extent that HB 4429 (H-am 1) affects local revenue, the          
          fiscal impact cannot be reasonably estimated.
