Provides that a tax levy for the purpose of providing services to senior citizens may be made in addition to any other taxes and is not subject to the Township Code tax rate increase limitations. Changes the definition of "open land" or "open space" to include land or water of an area of 10 acres (instead of 50 acres). Provides that a township may construct a township hall under contracts providing for payment over a period of time of not more than 10 years (instead of 5 years). Provides that the funds that the township may, by resolution, transfer funds from specifically includes the general assistance fund. Provides that a referendum is required for a township to lease, for a period of longer than 10 years (instead of 5 years), a township hall, a multi-purpose senior center, or a combination of the 2.
