Provides that 2 or more investigatory hearings on the issue of establishing a new prevailing wage classification for a particular craft or type of worker shall be consolidated in a single hearing before the Department of Labor, and that the consolidation shall occur whether each separate investigatory hearing is conducted by a public body or the Department. Provides that a party objecting to a determination under the Act may petition the Department of Labor to consolidate objections filed with the Department of Labor or public body in 2 or more counties and to have those objections heard by the Department of Labor in a single hearing location. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes reference to: 820 ILCS 130/9 Adds reference to: 820 ILCS 130/5 from Ch. 48, par. 39s-5 Deletes language providing that a party objecting to a determination under the Act may petition the Department of Labor to consolidate objections filed with the Department of Labor or public body in 2 or more counties and to have those objections heard by the Department of Labor in a single hearing location. Adds language providing that a party requesting a consolidated investigatory hearing has the burden of establishing that there is no existing prevailing wage classification for the particular craft or type of worker in any of the localities under consideration. Requires a contractor or subcontractor that maintains its principal place of business outside of this State to keep wage records or accurate copies of wage records within this State for all laborers, workers, and mechanics employed by the contractor or subcontractor and to make those records available at all reasonable hours for inspection. Requires a contractor or subcontractor that maintains its principal place of business outside of this State to make wage records or accurate copies of wage records for all laborers, workers, and mechanics employed by the contractor or subcontractor available within this State at all reasonable hours for inspection (rather than requiring a contractor or subcontractor that maintains its principal place of business outside of this State to keep wage records or accurate copies of wage records within this State for all laborers, workers, and mechanics employed by the contractor or subcontractor and to make those records available at all reasonable hours for inspection). Amends the Child Labor Law. Excepts 12 and 13 year old minors from the restrictions of the Child Labor Law for the purpose of officiating youth sports activities for a not-for-profit youth club, park district, or municipal parks and recreation department provided certain restrictions are met.
