LAUZEN. New Act Creates the Open Contracting Act. Prohibits the State, and any political subdivision, agency, or instrumentality of the State, from procuring products or services, contracting for public construction, awarding grants, or entering into cooperative agreements that contain provisions requiring association or affiliation with labor organizations. Provides that an interested party has standing to challenge any bid specification, project agreement, controlling document, grant, or cooperative agreement that violates the Act and shall be awarded costs and attorney's fees if the challenge prevails.
