Provides that damages caused by a person's failure to properly secure a child in a restraint system or seat belt shall not be recoverable in a civil action (instead of providing that such a failure does not constitute contributory negligence). Limits the liability of a public employee responsible for keeping the peace. Limits the liability of a local public entity (i) when its property is used by a person under the influence of alcohol or drugs, (ii) for snow or ice removal, and (iii) for damages caused by the unlawful conduct of another person. Deletes provisions concerning local governmental immunity in cases involving hazardous recreational activities or a plan or design for the improvement of property.
