Synopsis of Bill as introduced:
Amends the Illinois Vehicle Code, the Child Passenger Protection
Act, and the Local Governmental and Governmental Employees Tort
Immunity Act. Provides that damages caused by a person's failure to

caused by the unlawful conduct of another person. Deletes provisions
concerning local governmental immunity in cases involving hazardous
recreational activities or a plan or design for the improvement of
   property.
