Provides that no permit or fee is required to establish, construct, or modify a mental health facility operated by the Department of Human Services if the establishment, construction, or modification has been approved by the General Assembly, and the approval and appropriation have become law. Provides that the Health Facilities Planning Board may request information from the Department of Human Services concerning the establishment, construction, or modification.
