2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 ARTICLE 1
5 Section 5. The following named amounts, or so much
6 thereof as may be necessary, respectively, for the objects
7 and purposes hereinafter named, are appropriated from the
8 General Revenue Fund to the Board of Higher Education to meet
9 ordinary and contingent expenses for the fiscal year ending

28 as may be necessary, is appropriated from the General Revenue
29 Fund to the Board of Higher Education for distribution as

1 grants authorized by Section 3 of the Illinois Financial
2 Assistance Act for Nonpublic Institutions of Higher Learning.
3 Section 45. The sum of $4,635,000, or so much thereof as
4 may be necessary, is appropriated from the Education
5 Assistance Fund to the Board of Higher Education for
6 distribution as grants authorized by Section 3 of the
7 Illinois Financial Assistance Act for Nonpublic Institutions
8 of Higher Learning.
9 Section 50. The following named amounts, or so much
10 thereof as may be necessary, respectively, are appropriated
11 from the General Revenue Fund to the Board of Higher
12 Education for distribution as grants authorized by the Health

3 engineering equipment grants authorized by Section 9.13 of
4 the Board of Higher Education Act.
5 Section 65. The sum of $3,200,000, or so much thereof as
6 may be necessary, is appropriated from the BHE Federal Grants
7 Fund to the Board of Higher Education for grants from funds
8 provided under the Eisenhower Professional Development
9 Program.
10 Section 70. The sum of $3,445,000, or so much thereof as
11 may be necessary, is appropriated from the General Revenue
12 Fund to the Department of Public Health for distribution of
13 medical education scholarships authorized by an Act to
14 provide grants for family practice residency programs and
15 medical student scholarships through the Illinois Department
16 of Public Health.
17 Section 75. The sum of $1,600,000, or so much thereof as
18 may be necessary, is appropriated from the General Revenue
19 Fund to the Board of Higher Education for distribution as
20 grants authorized by the Illinois Consortium for Educational
21 Opportunity Act.
22 Section 80. The sum of $25,000, or so much thereof as
23 may be necessary, is appropriated from the Education
24 Assistance Fund to the Board of Higher Education for the
25 Illinois Occupational Information Coordinating Committee.
26 Section 81. The sum of $500,000, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Higher Education for a grant for the
29 Geographic Alliance.

1 Section 83. The sum of $10,000,000, or so much thereof as
2 may be necessary, is appropriated from the BHE Federal Grants
3 Fund to the Board of Higher Education to be expended under
4 the terms and conditions associated with the federal
5 contracts and grants moneys received.
6 Section 84. The sum of $1,000,000, or so much thereof as
7 may be necessary and remains unexpended at the close of
8 business on June 30, 2000, from an appropriation heretofore
9 made for such purpose in Article 1, Section 270 of Public Act
10 91-0008, as amended, is reappropriated from the Fund for
11 Illinois' Future to the Board of Higher Education for a grant
12 to DePaul University for technology scholarships and the High
13 Tech Workforce Crisis Program.
14 Section 85. The sum of $2,050,000, or so much thereof as
15 may be necessary, is appropriated from the General Revenue
16 Fund to the Board of Higher Education for distribution as
17 grants for Cooperative Work Study Programs to institutions of
18 higher education.
19 Section 87. The sum of $15,000,000, or so much thereof
20 as may be necessary, is appropriated from the Education
21 Assistance Fund to the Board of Higher Education for costs
22 related to the Illinois Century Network backbone, costs for
23 connecting colleges, universities, and others to the
24 backbone, and other costs related to development, use, and
25 maintenance of the Illinois Century Network.
26 Section 88. The sum of $50,000, or so much thereof as
27 may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Higher Education for graduation
29 incentives grants.

26 Section 5. The amount of $39,633,700, or so much thereof
27 as may be necessary, is appropriated from the General Revenue
28 Fund to the Board of Trustees of Chicago State University to
29 meet the ordinary and contingent expenses of the Board and
30 its educational institution, including payment or

1 reimbursement to the University for personal services costs
2 incurred during the fiscal year.
3 Section 10. The amount of $1,300,000, or so much thereof
4 as may be necessary, is appropriated from the Education
5 Assistance Fund to the Board of Trustees of Chicago State
6 University to meet the ordinary and contingent expenses of
7 the Board and its educational institution.
8 Section 15. The sum of $298,300, or so much thereof as
9 may be necessary and remains unexpended at the close of
10 business on June 30, 2000, from a reappropriation heretofore
11 made for such purpose in Article 1, Section 125 of Public Act
12 91-0008, is reappropriated from the Capital Development Fund
13 to the Board of Trustees of Chicago State University for
14 technology infrastructure improvements at Chicago State
15 University. No contract shall be entered into or obligation
16 incurred for any expenditures from the appropriation made in
17 this Section until after the purposes and amounts have been
18 approved in writing by the Governor.
19 Section 20. The sum of $201,100, or so much thereof as
20 may be necessary and remains unexpended at the close of
21 business on June 30, 2000, from a reappropriation heretofore
22 made for such purpose in Article 1, Section 175 of Public Act
23 91-0008, is reappropriated from the Capital Development Fund
24 to the Board of Trustees of Chicago State University for
25 technology infrastructure improvements at Chicago State
26 University. No contract shall be entered into or obligation
27 incurred for any expenditures from the appropriation made in
28 this Section until after the purposes and amounts have been
29 approved in writing by the Governor.

1 Section 5. The sum of $22,526,400, or so much thereof as
2 may be necessary, is appropriated from the General Revenue
3 Fund to the Board of Trustees of Governors State University
4 to meet the ordinary and contingent expenses of the
5 University, including payment or reimbursement to the
6 University for personal service and related costs, incurred
7 during the fiscal year ending June 30, 2001.
8 Section 10. The sum of $3,857,800, or so much thereof as
9 may be necessary, is appropriated from the Education
10 Assistance Fund to the Board of Trustees of Governors State
11 University to meet the ordinary and contingent expenses of
12 the University, including payment or reimbursement to the
13 University for personal service and related costs, incurred
14 during the fiscal year ending June 30, 2001.
15 Section 15. The sum of $221,800, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2000, from a reappropriation heretofore
18 made for such purpose in Article 1, Section 135 of Public Act
19 91-8, is reappropriated from the Capital Development Fund to
20 the Board of Trustees of Governors State University for
21 technology infrastructure improvements at Governors State
22 University. No contract shall be entered into or obligation
23 incurred for any expenditures from the appropriation made in
24 this Section until after the purposes and amounts have been
25 approved in writing by the Governor.
26 Section 20. The sum of $143,600, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 2000, from a reappropriation heretofore
29 made for such purpose in Article 1, Section 185 of Public Act
30 91-8, is reappropriated from the Capital Development Fund to
31 the Board of Trustees of Governors State University for

1 technology infrastructure improvements at Governors State
2 University. No contract shall be entered into or obligation
3 incurred for any expenditures from the appropriation made in
4 this Section until after the purposes and amounts have been
5 approved in writing by the Governor.

7 Section 5. The sum of $44,419,700, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Board of Trustees of Eastern Illinois University
10 to meet the ordinary and contingent expenses of the
11 University, including payment or reimbursement to the
12 University for personal services and related costs, incurred
13 during the fiscal year ending June 30, 2001, and for salaries
14 accrued but unpaid to academic personnel for personal
15 services rendered during the fiscal year 2000 academic year.
16 Section 10. The sum of $6,489,000, or so much thereof as
17 may be necessary, is appropriated from the Education
18 Assistance Fund to the Board of Trustees of Eastern Illinois
19 University to meet the ordinary and contingent expenses of
20 the University, including payment or reimbursement to the
21 University for personal services and related costs, incurred
22 during the fiscal year ending June 30, 2001, and for salaries
23 accrued but unpaid to academic personnel for personal
24 services rendered during the fiscal year 2000 academic year.
25 Section 15. The sum of $814,444, or so much thereof as
26 may be necessary and remains unexpended at the close of
27 business on June 30, 2000, from an appropriation heretofore
28 made for such purpose in Article 3, Section 20 of Public Act
29 91-0008, is reappropriated from the Capital Development Fund
30 to Eastern Illinois University for digitalization

1 infrastructure for WEIU-TV.
2 Section 20. The sum of $8,850, or so much thereof as may
3 be necessary, is appropriated from the State College and
4 University Trust Fund to the Board of Trustees of Eastern
5 Illinois University for scholarship grant awards, in
6 accordance with Public Act 91-083.
7 Section 25. The sum of $814,444, or so much thereof as
8 may be necessary, is appropriated from the Capital
9 Development Fund to the Board of Trustees of Eastern Illinois
10 University for digitalization infrastructure for WEIU-TV, in
11 addition to amounts previously appropriated for such purpose.
12 No contract shall be entered into or obligation incurred for
13 any expenditure from the appropriation made in this Section
14 until after the purposes and amounts have been approved in
15 writing by the Governor.
16 Section 30. The sum of $4,000,000, or so much thereof as
17 may be necessary, is appropriated from the Capital
18 Development Fund to the Board of Trustees of Eastern Illinois
19 University to purchase equipment for the renovation and
20 expansion of Booth Library. No contract shall be entered
21 into or obligation incurred for any expenditure from the
22 appropriation made in this Section until after the purposes
23 and amounts have been approved in writing by the Governor.
24 ARTICLE 5
25 Section 5. The sum of $36,636,100, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Board of Trustees of Northeastern Illinois
28 University to meet the ordinary and contingent expenses of
29 the University, including payment or reimbursement to the

1 University for personal services and related costs incurred
2 during the fiscal year authorized by law, for the fiscal year
3 ending June 30, 2001.
4 Section 10. The sum of $5,974,000, or so much thereof as
5 may be necessary, is appropriated from the Education
6 Assistance Fund to the Board of Trustees of Northeastern
7 Illinois University to meet the ordinary and contingent
8 expenses of the University, including payment or
9 reimbursement to the University for personal services and
10 related costs incurred during the fiscal year authorized by
11 law, for the fiscal year ending June 30, 2001.
12 Section 15. The sum of $71,627, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2000, from a reappropriation heretofore
15 made for such purpose in Article 1, Section 145 of Public Act
16 91-8, is reappropriated from the Capital Development Fund to
17 the Board of Trustees of Northeastern Illinois University for
18 technology infrastructure improvements at Northeastern
19 Illinois University. No contract shall be entered into or
20 obligation incurred for any expenditures from the
21 appropriation made in this Section until after the purposes
22 and amounts have been approved in writing by the Governor.
23 Section 20. The sum of $50,843, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 2000, from a reappropriation heretofore
26 made for such purpose in Article 1, Section 195 of Public Act
27 91-8, is reappropriated from the Capital Development Fund to
28 the Board of Trustees of Northeastern Illinois University for
29 technology infrastructure improvements at Northeastern
30 Illinois University. No contract shall be entered into or
31 obligation incurred for any expenditures from the

1 appropriation made in this Section until after the purposes
2 and amounts have been approved in writing by the Governor.
3 Section 25. The sum of $1,878,426, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2000, from a reappropriation heretofore
6 made for such purposes in Article 28, Section 25 of Public
7 Act 91-20, is reappropriated from the Capital Development
8 Fund to the Board of Trustees of Northeastern Illinois
9 University for purchasing equipment for the Fine Arts
10 Complex.
11 ARTICLE 6
12 Section 5. The sum of $52,652,400, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Board of Trustees of Western Illinois University
15 for any expenditures or purposes authorized by law, including
16 payment to the University for personal services and related
17 costs incurred, for the fiscal year ending June 30, 2001.
18 Section 10. The sum of $8,755,000, or so much thereof as
19 may be necessary, is appropriated from the Education
20 Assistance Fund to the Board of Trustees of Western Illinois
21 University for any expenditures or purposes authorized by
22 law, including payment to the University for personal
23 services and related costs incurred, for the fiscal year
24 ending June 30, 2001.
25 Section 15. The amount of $150,900, or so much thereof
26 as may be necessary and remains unexpended at the close of
27 business on June 30, 2000, from an appropriation heretofore
28 made for such purposes in Article 6, Section 15 of Public Act
29 91-8, is reappropriated from the Fund for Illinois' Future to

1 the Board of Trustees of Western Illinois University for all
2 costs associated with the repair, rehabilitation, and
3 replacement of the bull test station and its related
4 equipment.
5 Section 20. The amount of $125,000, or so much thereof
6 as may be necessary and remains unexpended at the close of
7 business on June 30, 2000, from an appropriation heretofore
8 made for such purposes in Article 6, Section 20 of Public Act
9 91-8, is reappropriated from the Fund for Illinois' Future to
10 the Board of Trustees of Western Illinois University for all
11 costs associated with the repair, rehabilitation, and
12 replacement of the roof on Sherman Hall.
13 Section 25. The amount of $125,000, or so much thereof
14 as may be necessary and remains unexpended at the close of
15 business on June 30, 2000, from an appropriation heretofore
16 made for such purposes in Article 6, Section 25 of Public Act
17 91-8, is reappropriated from the Fund for Illinois' Future to
18 the Board of Trustees of Western Illinois University for all
19 costs associated with the repair, rehabilitation, and
20 replacement of bleachers in Western Hall.
21 Section 30. The amount of $424,400, or so much thereof
22 as may be necessary and remains unexpended at the close of
23 business on June 30, 2000, from a reappropriation heretofore
24 made for such purposes in Article 1, Section 155 of Public
25 Act 91-8, is reappropriated from the Capital Development Fund
26 to the Board of Trustees of Western Illinois University for
27 technology infrastructure improvements at Western Illinois
28 University. No contract shall be entered into or obligation
29 incurred for any expenditures from the appropriation made in
30 this Section until after the purposes and amounts have been
31 approved in writing by the Governor.

1 Section 35. The amount of $25,000, or so much thereof as
2 may be necessary, is appropriated from the State College and
3 University Trust Fund to the Board of Trustees of Western
4 Illinois University for scholarship grant awards from the
5 sale of collegiate license plates.

7 Section 5. The sum of $74,705,400, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Board of Trustees of Illinois State University
10 for any expenditures or purposes authorized by law, including
11 payment to the University for personal services and related
12 costs incurred, for the fiscal year ending June 30, 2001.
13 Section 10. The sum of $13,056,400, or so much thereof
14 as may be necessary, is appropriated from the Education
15 Assistance Fund to the Board of Trustees of Illinois State
16 University for any expenditures or purposes authorized by
17 law, including payment to the University for personal
18 services and related costs incurred, for the fiscal year
19 ending June 30, 2001.
20 Section 15. The sum of $327,361, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 2000, from a reappropriation heretofore
23 made for that purpose in Article 7, Section 15 of Public Act
24 91-8, is reappropriated from the Capital Development Fund to
25 the Board of Trustees of Illinois State University for
26 remodeling and rehabilitation costs associated with the
27 merger of the Mennonite College of Nursing into Illinois
28 State University.
29 Section 20. The sum of $5,644, or so much thereof as may

1 be necessary and remains unexpended at the close of business
2 on June 30, 2000, from a reappropriation heretofore made for
3 that purpose in Article 1, Section 190 of Public Act 91-8, is
4 reappropriated from the Capital Development Fund to the Board
5 of Trustees of Illinois State University for technology
6 infrastructure improvements at Illinois State University.
7 Section 25. The sum of $180,830, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2000, from a reappropriation heretofore
10 made for that purpose in Article 1, Section 140 of Public Act
11 91-8, is reappropriated from the Capital Development Fund to
12 the Board of Trustees of Illinois State University for
13 technology infrastructure improvements at Illinois State
14 University.
15 Section 30. The sum of $32,050, or so much thereof as
16 may be necessary, is appropriated from the State College and
17 University Trust Fund to Illinois State University for
18 student financial assistance.

27 Section 855. The amount of $3,000,000, or so much
28 thereof as may be necessary, is appropriated from the Fund
29 for Illinois' Future to the Illinois State Board of Education
30 for grants to educational facilities.

1 Section 860. No part of the money appropriated by this
2 Act shall be distributed to any school district in which any
3 students are excluded from or segregated in any public
4 schools within the meaning of the School Code, because of
5 race, color, or national origin.
6 Section 865. The sum of $5,000,000, or so much thereof
7 as may be necessary is appropriated from the Fund for
8 Illinois' Future to the Illinois State Board of Education for
9 all costs associated with grants to various units of local
10 government, community, civic, not-for-profit, educational
11 facilities and business development organizations for the
12 purpose of grants which include but are not limited to one
13 time operating assistance, construction, rehabilitation,
14 equipment purchases, and any other necessary costs.

16 Section 999. Effective date. This Act takes effect on
17 July 1, 2000.
