1 AMENDMENT TO SENATE BILL 286
2 AMENDMENT NO. . Amend Senate Bill 286 on page 1,
3 lines 2 and 6, by replacing "Section 6" each time it appears
4 with "Sections 3.4 and 6"; and
5 on page 1, by inserting below line 6 the following:
6 "(70 ILCS 5/3.4) (from Ch. 15 1/2, par. 68.3d)
7 Sec. 3.4. Commissioners' terms and qualification. All
8 initial appointments of commissioners shall be made within
9 twenty days after the determination of the result of said
10 election, or the creation of the Metropolitan Airport
11 Authority, as the case may be. Each appointment shall be in
12 writing and a certificate thereof signed by the appointing
13 officer shall be filed and made a matter of record in the
14 office of the county clerk wherein said organization
15 proceedings are filed. A commissioner shall qualify within
16 ten days after appointment by acceptance and the taking of
17 the constitutional oath of office, both to be in writing and
18 similarly filed for record in the office of the said county
19 clerk. Members initially appointed to the board of
20 commissioners of such Authority shall serve from date of
21 appointment for one, two, three, four and five years and
22 shall draw lots to determine the periods for which they each

1 shall serve. In case there are more than five commissioners,
2 lots shall be drawn so that five commissioners shall serve
3 initial terms of one, two, three, four and five years and the
4 other commissioners shall serve terms of one, two, three,
5 four or five years as the number of commissioners shall
6 require and the drawing of lots shall determine. Within 30
7 days after September 27, 1985, the chairman of a county board
8 who is to appoint 5 commissioners at large pursuant to this
9 amendatory Act of 1985 shall appoint 2 such commissioners to
10 serve terms of 3 years and 5 years, respectively, as
11 determined by lot. The other 3 commissioners to be appointed
12 at large shall be appointed by such chairman to succeed the
13 terms of the commissioners holding office on such date who
14 were appointed at large or from the areas within the
15 Authority located outside of municipalities having a
16 population of 5,000 or more; provided that such commissioners
17 then holding office shall continue to serve the terms for
18 which they were appointed. The successors of all such
19 initial members of the board of commissioners of an Authority
20 shall serve for terms of five years, except that members of
21 the board of commissioners of an Airport Authority located in
22 a county with a population of more than 200,000 but less than
23 250,000 shall serve 3-year terms. All such appointments and
24 appointments to fill vacancies shall be made in like manner
25 as in the case of the initial commissioners except as
26 otherwise provided in this Section. A commissioner having
27 been duly appointed shall continue to serve after the
28 expiration of his term until his successor has been
29 appointed. Each commissioner shall reside within the
30 Authority and shall continue to reside therein during his
31 term of office.
