1 AMENDMENT TO SENATE BILL 286
2 AMENDMENT NO. . Amend Senate Bill 286, AS AMENDED,
3 in Section 5, in the introductory clause, by replacing
4 "Sections 3.4" with "Sections 2.7, 3.4,"; and
5 in Section 5, by inserting above Sec. 3.4 the following:
6 "(70 ILCS 5/2.7) (from Ch. 15 1/2, par. 68.2g)
7 Sec. 2.7. Metropolitan Airport Authority.
8 (a) Upon the effective date of this amendatory Act of
9 1986, in any county with a population between 600,000 and
10 3,000,000 and contiguous to a county with a population in
11 excess of 1,000,000 inhabitants, a Metropolitan Airport
12 Authority is hereby established, the territory of which shall
13 include all of the territory within the corporate limits of
14 the county and the territory of any pre-existing authority
15 located partly within and partly outside the county, except
16 the territory of any municipality whose territory lies both
17 inside and outside the county with the majority of the
18 territory lying outside the county. Upon that date, the
19 Metropolitan Airport Authority shall be deemed an organized
20 Airport Authority under this Act. Within 30 days after the
21 initial appointments have been made under Section 3.4, the
22 Authority board shall notify the office of the Secretary of

1 State of the establishment of the Metropolitan Airport
2 Authority by this amendatory Act of 1986, who shall thereupon
3 issue a certificate of incorporation to the Authority.
4 (b) If all of the airport facilities of an existing
5 Airport Authority are situated within the corporate limits of
6 a county in which a Metropolitan Airport Authority is
7 established, the existing Airport Authority shall be
8 dissolved upon the establishment of the Metropolitan Airport
9 Authority. In such event the rights to all property and all
10 assets and liabilities, including bonded indebtedness, of the
11 existing Airport Authority shall be assumed by the
12 Metropolitan Airport Authority.
13 (c) (Blank). The Illinois Department of Transportation
14 shall conduct or cause to be conducted an annual program
15 audit of the Metropolitan Airport Authority for each fiscal
16 year of the Authority, beginning with 1993. The audits shall
17 be conducted in accordance with generally accepted
18 governmental auditing standards and shall include an
19 examination of supporting books and records and a
20 representative sample of vouchers for distributions and
21 expenditures. An audit report shall be prepared for each
22 audit conducted pursuant to this Section, and a copy shall be
23 kept on file at the Illinois Department of Transportation and
24 furnished to the Metropolitan Airport Authority. All audit
25 reports shall be made available to the public by the Illinois
26 Department of Transportation and the Metropolitan Airport
27 Authority upon request.
28 Within 90 days after an audit required under this
29 subsection has been completed, the Metropolitan Airport
30 Authority shall reimburse the Illinois Department of
31 Transportation for all costs incurred by the Department
32 arising out of the conduct of the audit. Costs incurred by
33 the Illinois Department of Transportation may be paid from
34 any moneys available to the Department for that purpose; the

1 reimbursement received from the Metropolitan Airport
2 Authority for those costs shall be deposited into the fund or
3 funds from which the costs were paid by the Department.
