1 AMENDMENT TO SENATE BILL 286
2 AMENDMENT NO. . Amend Senate Bill 286, AS AMENDED,
3 by replacing the title with the following:
4 "AN ACT to amend the Airport Authorities Act."; and
5 by replacing everything after the enacting clause with the
6 following:
7 "Section 5. The Airport Authorities Act is amended by
8 changing Section 2.7 as follows:
9 (70 ILCS 5/2.7) (from Ch. 15 1/2, par. 68.2g)
10 Sec. 2.7. Metropolitan Airport Authority.
11 (a) Upon the effective date of this amendatory Act of
12 1986, in any county with a population between 600,000 and
13 3,000,000 and contiguous to a county with a population in
14 excess of 1,000,000 inhabitants, a Metropolitan Airport
15 Authority is hereby established, the territory of which shall
16 include all of the territory within the corporate limits of
17 the county and the territory of any pre-existing authority
18 located partly within and partly outside the county, except
19 the territory of any municipality whose territory lies both
20 inside and outside the county with the majority of the
21 territory lying outside the county. Upon that date, the

1 Metropolitan Airport Authority shall be deemed an organized
2 Airport Authority under this Act. Within 30 days after the
3 initial appointments have been made under Section 3.4, the
4 Authority board shall notify the office of the Secretary of
5 State of the establishment of the Metropolitan Airport
6 Authority by this amendatory Act of 1986, who shall thereupon
7 issue a certificate of incorporation to the Authority.
8 (b) If all of the airport facilities of an existing
9 Airport Authority are situated within the corporate limits of
10 a county in which a Metropolitan Airport Authority is
11 established, the existing Airport Authority shall be
12 dissolved upon the establishment of the Metropolitan Airport
13 Authority. In such event the rights to all property and all
14 assets and liabilities, including bonded indebtedness, of the
15 existing Airport Authority shall be assumed by the
16 Metropolitan Airport Authority.
17 (c) (Blank). The Illinois Department of Transportation
18 shall conduct or cause to be conducted an annual program
19 audit of the Metropolitan Airport Authority for each fiscal
20 year of the Authority, beginning with 1993. The audits shall
21 be conducted in accordance with generally accepted
22 governmental auditing standards and shall include an
23 examination of supporting books and records and a
24 representative sample of vouchers for distributions and
25 expenditures. An audit report shall be prepared for each
26 audit conducted pursuant to this Section, and a copy shall be
27 kept on file at the Illinois Department of Transportation and
28 furnished to the Metropolitan Airport Authority. All audit
29 reports shall be made available to the public by the Illinois
30 Department of Transportation and the Metropolitan Airport
31 Authority upon request.
32 Within 90 days after an audit required under this
33 subsection has been completed, the Metropolitan Airport
34 Authority shall reimburse the Illinois Department of

1 Transportation for all costs incurred by the Department
2 arising out of the conduct of the audit. Costs incurred by
3 the Illinois Department of Transportation may be paid from
4 any moneys available to the Department for that purpose; the
5 reimbursement received from the Metropolitan Airport
6 Authority for those costs shall be deposited into the fund or
7 funds from which the costs were paid by the Department.
