1     AN ACT concerning real property.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Board of Trustees of The University of
5 Illinois must convey to Gene Michael Vanderport, of Vermilion
6 County, Illinois, in exchange for fair market value, based on
7 the average of 3 certified appraisals, certain real property
8 located in Vermilion County, Illinois and described as follows:
9     A tract of land in the Southwest Fractional Quarter of
10     Section 1, Township 18 North, Range 11 West of the 2nd
11     Principal Meridian, bounded and described as follows:
12     Beginning at the Northwest corner of the Southwest
13     Fractional Quarter of Section 1, Township 18 North, Range
14     11 West of the 2nd Principal Meridian; thence down the
15     Vermilion River following the meanders thereof 58 poles to
16     a stone; thence in a Northeasterly direction or course to a
17     point so as to strike the North line of said Southwest
18     Fractional Quarter of said Section 1, 17 poles West of the
19     Northeast corner of said Southwest Fractional Quarter of
20     said Section 1; thence West to the place of beginning,
21     EXCEPT 4.5 acres in a triangular shape off the Northeast
22     corner of said described tract, situated in Vermilion
23     County, Illinois.
 
24     Section 10. (a) The State Property Control Act does not
25 apply to the transfer of the real property described in Section
26 5 of this Act.
27     (b) The provisions of this Act are judicially enforceable.
 
28     Section 90. The State Property Control Act is amended by
29 changing Section 1.02 as follows:

1     Sec. 1.02. "Property" means State owned property and
2 includes all real estate, with the exception of rights of way
3 for State water resource and highway improvements, traffic
4 signs and traffic signals, and with the exception of common
5 school property; and all tangible personal property with the
6 exception of properties specifically exempted by the
7 administrator, provided that any property originally
8 classified as real property which has been detached from its
9 structure shall be classified as personal property.
10     "Property" does not include property owned by the Illinois
11 Medical District Commission and leased or occupied by others
12 for purposes permitted under the Illinois Medical District Act.
13 "Property" also does not include property owned and held by the
14 Illinois Medical District Commission for redevelopment.
15     "Property" does not include property described under
16 Section 5 of Public Act 92-371 with respect to depositing the
17 net proceeds from the sale or exchange of the property as
18 provided in Section 10 of that Act.
19     "Property" does not include that property described under
20 Section 5 of this amendatory Act of the 94th General Assembly.

22     Section 99. Effective date. This Act takes effect upon
23 becoming law.
