Creates the Complete Streets Act. Provides that the Department of Transportation shall implement a complete streets policy concerning the planning, design, implementation, operation, and maintenance of roads in order to reasonably address the safety and accessibility needs of users of all ages and abilities. Provides that a complete streets policy considers the needs of motorists, pedestrians, transit users and vehicles, bicyclists, and commercial and emergency vehicles moving along and across roads, intersections, and crossings in a manner that is sensitive to the local context and recognizes that the needs vary in urban, suburban, and rural settings. Requires the Secretary of the Department of Transportation to file an annual report, beginning in 2012, no later than December 1st with the Governor and the General Assembly on the implementation and progress of the complete streets policy. Encourages local road authorities to adopt complete streets policies.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the | 5 | | Complete Streets Act. | 6 | | Section 5. Definitions. As used in this Act: | 7 | | "Complete streets" is the planning, design, | 8 | | implementation, operation, and maintenance of roads in order to | 9 | | reasonably address the safety and accessibility needs of users | 10 | | of all ages and abilities. Complete streets considers the needs | 11 | | of motorists, pedestrians, transit users and vehicles, | 12 | | bicyclists, and commercial and emergency vehicles moving along | 13 | | and across roads, intersections, and crossings in a manner that | 14 | | is sensitive to the local context and recognizes that the needs | 15 | | vary in urban, suburban, and rural settings. | 16 | | "Department" means the Department of Transportation of | 17 | | this State. | 18 | | Section 10. Implementation. The Department of | 19 | | Transportation shall implement a complete streets policy after | 20 | | consultation with stakeholders, State and regional agencies, | 21 | | local governments, and road authorities. The Department, after | 22 | | such consultation, shall address relevant protocols, guidance, |

| 1 | | standards, requirements, and training, and shall integrate | 2 | | related principles of context-sensitive solutions. | 3 | | Section 15. Report. Beginning in 2012, the Secretary of the | 4 | | Department shall file an annual report no later than December | 5 | | 1st with the Governor and the General Assembly on the | 6 | | implementation and progress of the complete streets policy. | 7 | | Section 20. Local road authorities. Local road authorities | 8 | | are encouraged, but not required, to create and adopt complete | 9 | | streets policies for their roads that reflect local context and | 10 | | goals. Nothing in this Section may be construed to prohibit a | 11 | | local road authority from adopting a complete streets policy | 12 | | that incorporates or exceeds statutory complete streets | 13 | | principles.
