| 1 | | AN ACT concerning State government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Department of Central Management Services | 5 | | Law of the
Civil Administrative Code of Illinois is amended by | 6 | | adding Section 405-525 as follows: | 7 | | (20 ILCS 405/405-525 new) | 8 | | Sec. 405-525. Support Your Neighbor Commission. | 9 | | (a) The Support Your Neighbor Commission is created within | 10 | | the Department of Central Management Services to help increase | 11 | | the number of American and Illinois made products procured and | 12 | | sold by the State. | 13 | | (b) The Commission shall be composed of: | 14 | | (1) one member appointed by the Speaker of the House of | 15 | | Representatives; | 16 | | (2) one member appointed by the Minority Leader of the | 17 | | House of Representatives; | 18 | | (3) one member appointed by the President of the | 19 | | Senate; | 20 | | (4) one member appointed by the Minority Leader of the | 21 | | Senate; | 22 | | (5) one member appointed by the Governor to represent | 23 | | labor organizations representing manufacturing employees |

| 1 | | with over 500,000 members; | 2 | | (6) one member appointed by the Governor to represent | 3 | | auto workers' unions; | 4 | | (7) one member appointed by the Governor to represent | 5 | | machinist workers' unions; | 6 | | (8) one member appointed by the Governor to represent | 7 | | garment workers' unions; | 8 | | (9) one member appointed by the Governor to represent | 9 | | statewide business groups representing American | 10 | | manufacturers; | 11 | | (10) one member appointed by the Governor to represent | 12 | | the auto industry manufacturing sector; | 13 | | (11) one member appointed by the Governor to represent | 14 | | the interests of construction equipment and farm implement | 15 | | manufacturing; and | 16 | | (12) one member appointed by the Governor to represent | 17 | | the interests of the American garment industry. | 18 | | (c) In addition to the members listed in subsection (b) of | 19 | | this Section, each of the following, or their designee, shall | 20 | | serve as an ex-officio non-voting member of the Commission: the | 21 | | Director of Central Management Services, the Director of Labor, | 22 | | the Director of Commerce and Economic Opportunity, the | 23 | | Executive Director of the Board of Higher Education, the | 24 | | Secretary of Transportation, and the Director of Natural | 25 | | Resources. | 26 | | (d) Appointed members shall serve a term of 4 years. | 1 | | initial terms for members of the Commission shall commence on | 2 | | January 26, 2015. | 3 | | (e) The members of the Commission shall serve without | 4 | | compensation but shall be reimbursed for their reasonable and | 5 | | necessary expenses, including travel expenses, from | 6 | | appropriations to the Department of Central Management | 7 | | Services available for that purpose and subject to the rules of | 8 | | the appropriate travel control board. | 9 | | (f) Except ex-officio members, the members of the | 10 | | Commission shall be considered members with voting rights. A | 11 | | quorum of the Commission members shall consist of a majority of | 12 | | the members of the Commission. All actions and recommendations | 13 | | of the Commission must be approved by a majority vote of the | 14 | | members. | 15 | | (g) Vacancies occurring among the members shall be filled | 16 | | in the same manner as the original appointment for the | 17 | | remainder of the unexpired term. Members are eligible for | 18 | | reappointment. | 19 | | (h) The Commission shall file a report by December 31 of | 20 | | each year with the Department of Central Management Services. | 21 | | This report shall be posted on the Internet website of the | 22 | | Department of Central Management Services. | 23 | | (i) This Section is repealed on December 31, 2017. | 24 | | Section 10. The Department of Natural Resources Act is | 25 | | amended by adding Section 20-20 as follows: |

| 1 | | (20 ILCS 801/20-20 new) | 2 | | Sec. 20-20. Products manufactured in the United States. The | 3 | | Illinois State Museum shall set aside a booth or section of the | 4 | | gift shop for the sale of products manufactured in the United | 5 | | States. As used in this Section, "products manufactured in the | 6 | | United States" means assembled articles, materials, or | 7 | | supplies for which design, final assembly, processing, | 8 | | packaging, testing, or other process that adds value, quality, | 9 | | or reliability occurred in the United States. | 10 | | Section 15. The State Parks Act is amended by adding | 11 | | Section 4b as follows: | 12 | | (20 ILCS 835/4b new) | 13 | | Sec. 4b. Products manufactured in the United States. Gift | 14 | | shops and concession areas within State parks and parkways | 15 | | shall set aside a booth or section for the sale of products | 16 | | manufactured in the United States. As used in this Section, | 17 | | "products manufactured in the United States" means assembled | 18 | | articles, materials, or supplies for which design, final | 19 | | assembly, processing, packaging, testing, or other process | 20 | | that adds value, quality, or reliability occurred in the United | 21 | | States. | 22 | | Section 20. The Historic Preservation Agency Act is amended |

| 1 | | by adding Section 35 as follows: | 2 | | (20 ILCS 3405/35 new) | 3 | | Sec. 35. Products manufactured in the United States. State | 4 | | Historic Sites, State Memorials, and other properties that are | 5 | | under the jurisdiction of the Historic Preservation Agency | 6 | | under Section 6 of this Act shall set aside a booth or section | 7 | | for the sale of products manufactured in the United States. As | 8 | | used in this Section, "products manufactured in the United | 9 | | States" means assembled articles, materials, or supplies for | 10 | | which design, final assembly, processing, packaging, testing, | 11 | | or other process that adds value, quality, or reliability | 12 | | occurred in the United States.
| 13 | | Section 99. Effective date. This Act takes effect upon | 14 | | becoming law. |
