1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Equal
5Economic Opportunity Task Force Act.
 
6    Section 5. The Equal Economic Opportunity Task Force.
7    (a) There is hereby created the Equal Economic Opportunity
8Task Force.
9    (b) The task force shall consist of the following members:
10        (1) Four members of the General Assembly, appointed one
11    each by the President of the Senate, the Minority Leader of
12    the Senate, the Speaker of the House of Representatives,
13    and the Minority Leader of the House of Representatives;
14        (2) The Governor, or his or her designee;
15        (3) The Director of Commerce and Economic Opportunity
16    or his or her designee;
17        (4) The Secretary of Human Services, or his or her
18    designee;
19        (5) The Attorney General of the State of Illinois, or
20    his or her designee; and
21        (6) Two members from entities representing the
22    interests of the retail and banking industries in this
23    State appointed by the Governor.

1    (c) The Director of Commerce and Economic Opportunity, or
2his or her designee, shall serve as chairperson of the task
3force, and the Department of Commerce and Economic Opportunity
4shall provide technical support and assistance to the task
5force and shall be responsible for administering its operations
6and ensuring that the requirements of this Act are met.
7    (d) The task force may consult with any persons or entities
8it deems necessary to carry out its purposes.
9    (e) Members of the task force shall be appointed no later
10than 90 days after the effective date of this Act. The members
11of the task force shall receive no compensation for serving as
12members of the task force.
13    (f) The task force shall examine: (1) barriers to economic
14opportunity in economically depressed communities; (2) issues
15discouraging local investment and business development; (3)
16local community concerns; and (4) current economic conditions,
17and shall establish a comprehensive economic development
18policy for small, medium, and large businesses. The task force
19shall give members of the public the opportunity to provide
20input during the task force's examinations.
21    (g) The task force shall prepare a report summarizing the
22findings of the examinations undertaken pursuant to subsection
23(f) and shall provide recommendations as to whether further
24legislation is needed to address the problems identified by the
25task force. The report shall be submitted to the General
26Assembly on or before January 1, 2017.

1    Section 10. Expiration. This Act is repealed on January 1,
22018.
