AMENDMENT TO HOUSE BILL 5256

2    AMENDMENT NO. ______. Amend House Bill 5256 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Higher Education Student Assistance Act is
5amended by adding Section 65.95 as follows:
 
6    (110 ILCS 947/65.95 new)
7    Sec. 65.95. General Assembly scholarships.
8    (a) Beginning with the 2017-2018 academic year, the
9Commission shall, each year, award scholarship assistance
10under this Section. A total of 8 scholarships per
11representative district shall be awarded each year. An
12applicant is eligible for a scholarship under this Section if
13the applicant meets all of the following qualifications:
14        (1) He or she is a United States citizen or eligible
15    noncitizen.
16        (2) He or she is a resident of the representative

1    district for which a scholarship is to be awarded.
2        (3) He or she is enrolled or accepted for enrollment at
3    a public university in this State.
4    (b) The Commission shall create a board to select
5recipients of scholarships under this Section. Each public
6university shall appoint one member to the board, and the
7Executive Director of the Commission or his or her designee
8shall serve as chairperson of the board. Recipients shall be
9selected from among applicants qualified pursuant to
10subsection (a) of this Section based on criteria set forth by
11the board. Preference may be given to previous recipients of
12assistance under this Section, provided they continue to
13maintain eligibility and maintain satisfactory academic
14progress as determined by the public university at which they
15enroll. Once the board has selected scholarship recipients for
16a given academic year, the board shall forward the applications
17and any supporting documents of those selected to the
18Commission for the awarding of scholarships.
19    (c) Each scholarship awarded under this Section shall be in
20an amount sufficient to pay the tuition and fees of the public
21university at which the recipient is enrolled.
22    (d) The total amount of scholarship assistance awarded by
23the Commission under this Section to an individual in any given
24fiscal year, when added to other financial assistance awarded
25to that individual for that year, shall not exceed the cost of
26attendance at the public university at which the student is

1enrolled.
2    (e) A recipient may receive up to 8 semesters of
3scholarship assistance under this Section.
4    (f) All applications for scholarship assistance to be
5awarded under this Section shall be made to the State
6representative or State senator who represents the territory
7where the recipient resides. The State representative or State
8senator shall choose which applications to forward to the board
9created under subsection (b) of this Section. The application
10shall be in a form as set forth by the Commission. The form of
11application and the information required to be set forth in the
12application shall be determined by the Commission, and the
13Commission shall require eligible applicants to submit with
14their applications such supporting documents as the Commission
15deems necessary.
16    (g) Subject to a separate appropriation made for such
17purposes, payment of any scholarship awarded under this Section
18shall be determined by the Commission. All scholarship funds
19distributed in accordance with this Section shall be paid to
20the public university on behalf of the recipients. Scholarship
21funds are applicable toward 2 semesters of enrollment within an
22academic year.
23    (h) The Commission shall administer the scholarship
24program established by this Section and shall make all
25necessary and proper rules not inconsistent with this Section
26for its effective implementation.".
