(2) review nursing home complaints and provide
appropriate recommendations; and
(3) expand duties and responsibilities as it deems
(c) The Working Group shall consist of the following
(1) the Director, or his or her designee, who shall
serve as chairperson;
(2) a representative of an organization representing
local health departments, appointed by the Director;
(3) a representative of a union representing nursing
staff, appointed by the Director; and
(4) a representative of an organization representing
nursing homes, appointed by the Director.
The Working Group may increase its membership or consult
with relevant stakeholders as it deems appropriate.
If a vacancy occurs in the Working Group membership, the
vacancy shall be filled in the same manner as the original
(d) Working Group members shall serve without compensation
but shall be reimbursed for their expenses incurred in
performing their duties.
(e) The Working Group shall meet on a quarterly basis
starting within the first quarter of the year in which the
effective date of this amendatory Act of the 102nd General

(f) The Working Group shall produce a quarterly and annual
progress report that summarizes its work and makes
recommendations resulting from its study, to be submitted to
the Office of the Governor and the General Assembly. The
quarterly progress report must be submitted no later than the
end of each respective quarter. The annual progress report
must be submitted no later than December 31 of each year.
(g) The Department shall provide administrative and other
support to the Working Group.
