| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Elmo Ray Younger on the | 4 | | occasion of his 100th birthday on February 18, 2022; and
| 5 | | WHEREAS, Elmo Younger was born in Louisiana on February | 6 | | 18, 1922; he moved to Illinois in his early twenties; he served | 7 | | in the U.S. Army during World War II and was stationed in | 8 | | Europe; and
| 9 | | WHEREAS, Elmo Younger served as an alderman for the City | 10 | | of Morris for 12 years, becoming the first African American | 11 | | elected to public office in Grundy County; and
| 12 | | WHEREAS, Elmo Younger continued a life of public service | 13 | | as a member of the Boy Scouts Executive Board for 36 years, a | 14 | | Republican Precinct Committeeman for over 30 years, a juvenile | 15 | | correctional counselor for the Department of Corrections for | 16 | | 29 years, a union representative for the Central States Joint | 17 | | Board for 12 years, and a board member of the Grundy County | 18 | | Health Association for six years; and
| 19 | | WHEREAS, Elmo Younger was a charter member and department | 20 | | commander of the Chief Shabbona Chapter #86 of the Disabled | 21 | | American Veterans Charity in Morris; and

| 1 | | WHEREAS, Elmo Younger also served as State Chaplain for | 2 | | the Department of Illinois Disabled American Veterans and is a | 3 | | life member of the Disabled American Veterans, Veterans of | 4 | | Foreign Wars, and the American Legion; and
| 5 | | WHEREAS, Elmo Younger led the effort of creating a | 6 | | memorial to the civilians killed in the Joliet Arsenal | 7 | | explosion of 1942, which was dedicated in 2001; he later | 8 | | served as a member of the Joliet Arsenal Property's | 9 | | Remediation Action Board at the age of 80; and
| 10 | | WHEREAS, Elmo Younger was a dedicated husband to his late | 11 | | wife, Frances; he is the father of three children, Cheryl, | 12 | | Ray, and Denise, the grandfather to four grandchildren, and | 13 | | the great-grandfather to numerous great-grandchildren; | 14 | | therefore, be it
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 16 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 17 | | we congratulate Elmo Ray Younger on his 100th birthday on | 18 | | February 18, 2022, thank him for his service to our state and | 19 | | country, and wish him many more wonderful years; and be it | 20 | | further
