| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Michael | 4 | | "Kip" Kipley, who passed away on March 20, 2022; and
| 5 | | WHEREAS, Michael Kipley was born to Donald and Shirley | 6 | | Kipley in Harvey on November 9, 1951; he graduated from Quincy | 7 | | Senior High School, where he played football, in 1970; he | 8 | | attended Culver Stockton College where he also played | 9 | | football, the University of Missouri-Kansas City Conservatory | 10 | | of Music, John Wood Community College where he received an | 11 | | Associate of Arts Degree, Quincy Technical School where he | 12 | | received an Associate Degree in Applied Science in Design | 13 | | Technology with a Minor in Art and Psychology, and Quincy | 14 | | College where he received a Bachelor of Fine Arts Degree in | 15 | | Photography; he married his beautiful bride and best friend | 16 | | Marlene S. Gamm Eaton in Quincy on June 9, 1989; and
| 17 | | WHEREAS, Michael Kipley was fortunate enough to make a | 18 | | career out of his love for photography and worked for 35 years | 19 | | for the Quincy Herald-Whig; he retired as the director of | 20 | | photography in 2018; he had a passion for capturing | 21 | | challenging sports and action shots; his work has been | 22 | | published in the Chicago Sun-Times, USA Today, the Washington | 23 | | Post, Sports Illustrated, Glamour Magazine, Arizona Highways, |

| 1 | | and many other prominent publications; and
| 2 | | WHEREAS, Michael Kipley was recognized with numerous | 3 | | state, regional, and even national awards; he was known as | 4 | | "the photo guy" and rarely missed an opportunity to catch the | 5 | | perfect shot, doing whatever it took to capture the best | 6 | | picture; and
| 7 | | WHEREAS, Beside photography, Michael Kipley's passions | 8 | | included music, from playing guitar in a band in his younger | 9 | | days to playing for himself as a way to unwind as he grew into | 10 | | adulthood, working outside and perfecting his beautiful | 11 | | backyard, giving lawn mower rides to his grandson, Starbuck's | 12 | | Coffee, or any coffee really as long as it was fresh and hot, | 13 | | and watching sports, especially football, soccer, and, most of | 14 | | all, any sports his children played; a brilliant and curious | 15 | | man by nature, he enjoyed learning throughout his lifetime; | 16 | | and
| 17 | | WHEREAS, Michael Kipley was preceded in death by his | 18 | | parents; his sister, Donna Sue Welsh; his niece in infancy, | 19 | | Katherine Rosina; and his beloved dogs, Cimm and Allie; and
| 20 | | WHEREAS, Michael Kipley is survived by his wife of 32 | 21 | | years, Marlene; his two daughters, Emily Kipley and Kelsey | 22 | | Kipley; his son, Brian (Tiffaney) Eaton; his four |

| 1 | | grandchildren, Maria Mefford, Zane Burns, Kenson Eaton, and | 2 | | Rinsley Eaton; his brother, Dan (Lois) Kipley; his sister, | 3 | | Penny (Rusty Merkel) Kipley; his brother-in-law, Anthony | 4 | | "Tony" Welsh; and numerous nieces and nephews; therefore, be | 5 | | it
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 7 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 8 | | we mourn the passing of Michael "Kip" Kipley and extend our | 9 | | sincere condolences to his family, friends, and all who knew | 10 | | and loved him; and be it further
