6 To the President of the Senate and the Speaker of the
7 House of Representatives:
8 We, the conference committee appointed to consider the
9 differences between the houses in relation to House Amendment
10 No. 4 to Senate Bill 473, recommend the following:
11 (1) that the House recede from House Amendment No. 4;
12 and
13 (2) that Senate Bill 473 be amended by replacing
14 everything after the enacting clause with the following:
15 "Section 5. The Circuit Courts Act is amended by adding
16 Section 2j as follows:
17 (705 ILCS 35/2j new)
18 Sec. 2j. Additional judges.
19 (a) In addition to the number of circuit judges
20 otherwise authorized by this Act, there shall be one
21 additional circuit judge elected at large in the seventeenth
22 judicial circuit.
23 (b) In addition to the number of circuit judges
24 otherwise authorized by this Act, there shall be one
25 additional circuit judge elected at large in the eighteenth
26 judicial circuit.
27 (c) In addition to the number of circuit judges
28 otherwise authorized by this Act, there shall be one
29 additional circuit judge elected in the nineteenth judicial
30 circuit who is a resident of and elected from Lake County.
31 (d) In addition to the number of circuit judges
32 otherwise authorized by this Act, there shall be one

1 additional circuit judge elected in the fifth judicial
2 circuit who is a resident of and elected from Vermilion
3 County.
4 (e) In addition to the number of circuit judges and
5 resident judges otherwise authorized by law, and
6 notwithstanding any other provision of law, there shall be
7 one additional resident judge elected from the unit within
8 Chicago of the Circuit of Cook County to serve in the
9 juvenile division.
10 (f) In addition to the number of circuit judges and
11 resident judges otherwise authorized by law, and
12 notwithstanding any other provision of law, there shall be
13 one additional resident judge who is a resident of and
14 elected from the third judicial subcircuit in Cook County.
15 (g) The additional circuit judgeships, subcircuit
16 judgeships, and resident judgeship provided by this Section
17 shall be filled by appointment until those judgeships are
18 filled by election at the general election in November of
19 1998.
20 Section 99. Effective date. This Act takes effect upon
21 becoming law.".
