The Illinois Vehicle Code is amended by 5 changing Sections 3-623, 3-625, and 3-806.3 and renumbering 6 Sections 3-648 as added by Public Act 92-79 and 3-648 as 7 added by Public Act 92-467 as follows: 8 (625 ILCS 5/3-623) (from Ch. 95 1/2, par. 3-623) 9 Sec. 3-623. Purple Heart Plates. The Secretary, upon 10 receipt of an application made in the form prescribed by the 11 Secretary of State, may issue to recipients awarded the 12 Purple Heart by a branch of the armed forces of the United 13 States who reside in Illinois, special registration plates. 14 The special plates issued pursuant to this Section should be 15 affixed only to passenger vehicles of the 1st division, 16 including motorcycles, or motor vehicles of the 2nd division 17 weighing not more than 8,000 pounds. 18 The design and color of such plates shall be wholly 19 within the discretion of the Secretary of State. Appropriate 20 documentation, as determined by the Secretary, and the 21 appropriatestandardregistration fee shall accompany the 22 application. However, for an individual who has been issued -2- LRB9209512DHgcam02 1 Purple Heart plates for a vehicle and who has claimed and 2 received a grant under the Senior Citizens and Disabled 3 Persons Property Tax Relief and Pharmaceutical Assistance 4 Act, theoriginal issuance fee and regularannual fee for the 5 registration of the vehicle shall be as provided in Section 6 3-806.3 of this Code. 7 (Source: P.A. 91-25, eff. 6-9-99; 92-82, eff. 1-1-02.) 8 (625 ILCS 5/3-625) (from Ch. 95 1/2, par. 3-625) 9 Sec. 3-625. Pearl Harbor Plates. The Secretary, upon 10 receipt of an application made in the form prescribed by the 11 Secretary of State, may issue special registration plates to 12 any Illinois resident who, while a member of the armed forces 13 of the United States, participated in the battle of Pearl 14 Harbor on December 7, 1941, or to the widowed spouse of any 15 Illinois resident who, while a member of the armed forces of 16 the United States, participated in the battle of Pearl Harbor 17 on December 7, 1941, provided that the widowed spouse was 18 married to the battle of Pearl Harbor participant at the time 19 of the participant's death and is a single person at the time 20 of application. The special plates issued pursuant to this 21 Section should be affixed only to passenger vehicles of the 22 1st division or motor vehicles of the 2nd division weighing 23 not more than 8,000 pounds. 24 The design and color of such plates shall be wholly 25 within the discretion of the Secretary of State. Appropriate 26 documentation, as determined by the Secretary, and the 27 appropriatestandardregistration fee shall accompany the 28 application. 29 (Source: P.A. 89-571, eff. 7-26-96; 89-620, eff. 1-1-97.) 30 (625 ILCS 5/3-650) 31 Sec. 3-650.3-648.Army Combat Veteran license plates. 32 (a) In addition to any other special license plate, the -3- LRB9209512DHgcam02 1 Secretary, upon receipt of all applicable fees and 2 applications made in the form prescribed by the Secretary of 3 State, may issue Army Combat Veteran license plates to 4 residents of Illinois who meet eligibility requirements 5 prescribed by the Secretary of State. The special Army 6 Combat Veteran plate issued under this Section shall be 7 affixed only to passenger vehicles of the first division and 8 motor vehicles of the second division weighing not more than 9 8,000 pounds. Plates issued under this Section shall expire 10 according to the staggered multi-year procedure established 11 by Section 3-414.1 of this Code. 12 (b) The plates shall display the Army Combat Infantry 13 Badge. In all other respects, the design, color, and format 14 of the plates shall be within the discretion of the Secretary 15 of State. The Secretary may, in his or her discretion, allow 16 the plates to be issued as vanity plates or personalized in 17 accordance with Section 3-405.1 of this Code. The plates are 18 not required to designate "Land Of Lincoln", as prescribed in 19 subsection (b) of Section 3-412 of this Code. The Secretary 20 shall prescribe the eligibility requirements and, in his or 21 her discretion, shall approve and prescribe stickers or 22 decals as provided under Section 3-412. 23 (c) An applicant shall be charged a $15 fee for original 24 issuance in addition to the applicable registration fee. 25 This additional fee shall be deposited into the Secretary of 26 State Special License Plate Fund. For each registration 27 renewal period, a $2 fee, in addition to the appropriate 28 registration fee, shall be charged and shall be deposited 29 into the Secretary of State Special License Plate Fund. 30 (Source: P.A. 92-79, eff. 1-1-02; revised 10-17-01.) 31 (625 ILCS 5/3-651) 32 Sec. 3-651.3-648.U.S. Marine Corps license plates. 33 (a) In addition to any other special license plate, the -4- LRB9209512DHgcam02 1 Secretary, upon receipt of all applicable fees and 2 applications made in the form prescribed by the Secretary of 3 State, may issue special registration plates designated as 4 U.S. Marine Corps license plates to residents of Illinois who 5 meet eligibility requirements prescribed by the Secretary of 6 State. The special plate issued under this Section shall be 7 affixed only to passenger vehicles of the first division, 8 motor vehicles of the second division weighing not more than 9 8,000 pounds, and recreational vehicles as defined by Section 10 1-169 of this Code. Plates issued under this Section shall 11 expire according to the staggered multi-year procedure 12 established by Section 3-414.1 of this Code. 13 (b) The design, color, and format of the plates shall be 14 wholly within the discretion of the Secretary of State, 15 except that the U.S. Marine Corps emblem shall appear on the 16 plates. The Secretary may, in his or her discretion, allow 17 the plates to be issued as vanity or personalized plates in 18 accordance with Section 3-405.1 of this Code. The plates are 19 not required to designate "Land Of Lincoln", as prescribed in 20 subsection (b) of Section 3-412 of this Code. The Secretary 21 shall prescribe the eligibility requirements and, in his or 22 her discretion, shall approve and prescribe stickers or 23 decals as provided under Section 3-412. 24 (c) An applicant shall be charged a $20 fee for original 25 issuance in addition to the applicable registration fee. Of 26 this additional fee, $15 shall be deposited into the 27 Secretary of State Special License Plate Fund and $5 shall be 28 deposited into the Marine Corps Scholarship Fund. For each 29 registration renewal period, a $20 fee, in addition to the 30 appropriate registration fee, shall be charged. Of this 31 additional fee, $2 shall be deposited into the Secretary of 32 State Special License Plate Fund and $18 shall be deposited 33 into the Marine Corps Scholarship Fund. 34 (d) The Marine Corps Scholarship Fund is created as a -5- LRB9209512DHgcam02 1 special fund in the State treasury. All moneys in the Marine 2 Corps Scholarship Fund shall, subject to appropriation by the 3 General Assembly and approval by the Secretary, be used by 4 the Marine Corps Scholarship Foundation, Inc., a recognized 5 charitable organization that meets the requirements of Title 6 26, Section 501(c)(3) of the United States Code, to provide 7 grants for scholarships for higher education. The scholarship 8 recipients must be the children of current or former members 9 of the United States Marine Corps who meet the academic, 10 financial, and other requirements established by the Marine 11 Corps Scholarship Foundation. In addition, the recipients 12 must be Illinois residents and must attend a college or 13 university located within the State of Illinois. 14 The State Treasurer shall require the Marine Corps 15 Scholarship Foundation to establish a separate account for 16 receipt of the proceeds of the Marine Corps Scholarship Fund. 17 That account shall be subject to audit either annually or at 18 another interval, as determined by the State Treasurer. 19 Proceeds from the Marine Corps Scholarship Fund shall be 20 transferred on a quarterly basis by the State Treasurer's 21 office to this separate account. 22 (Source: P.A. 92-467, eff. 1-1-02; revised 10-17-01.) 23 (625 ILCS 5/3-806.3) (from Ch. 95 1/2, par. 3-806.3) 24 Sec. 3-806.3. Senior Citizens. 25Commencing with the 1986 registration year and extending26through the 2000 registration year, the registration fee paid27by any vehicle owner who has claimed and received a grant28under the "Senior Citizens and Disabled Persons Property Tax29Relief and Pharmaceutical Assistance Act" or who is the30spouse of such a person shall be reduced by 50% for passenger31cars displaying standard multi-year registration plates32issued under Section 3-414.1, motor vehicles displaying33special registration plates issued under Section 3-616, motor-6- LRB9209512DHgcam02 1vehicles registered at 8,000 pounds or less under Section23-815(a) and recreational vehicles registered at 8,000 pounds3or less under Section 3-815(b). Widows and widowers of4claimants shall also be entitled to the reduced registration5rate for the registration year in which the claimant was6eligible.7 Commencing with the 2001 registration year and extending 8 through the 2003 registration year, the registration fee paid 9 by any vehicle owner who has claimed and received a grant 10 under the"Senior Citizens and Disabled Persons Property Tax 11 Relief and Pharmaceutical Assistance Act"or who is the 12 spouse of such a person shall be $24 instead of the fee 13 otherwise provided in this Code for passenger cars displaying 14 standard multi-year registration plates issued under Section 15 3-414.1, motor vehicles displaying special registration 16 plates issued under Section 3-616, motor vehicles registered 17 at 8,000 pounds or less under Section 3-815(a) and 18 recreational vehicles registered at 8,000 pounds or less 19 under Section 3-815(b). Widows and widowers of claimants 20 shall also be entitled to this reduced registration fee for 21 the registration year in which the claimant was eligible. 22 Commencing with the 2004 registration year, the 23 registration fee paid by any vehicle owner who has claimed 24 and received a grant under the Senior Citizens and Disabled 25 Persons Property Tax Relief and Pharmaceutical Assistance Act 26 or who is the spouse of such a person shall be $24 instead of 27 the fee otherwise provided in this Code for passenger cars 28 displaying standard multi-year registration plates issued 29 under Section 3-414.1, motor vehicles displaying special 30 registration plates issued under Section 3-616, 3-623, 3-624, 31 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 3-650, or 32 3-651, motor vehicles registered at 8,000 pounds or less 33 under Section 3-815(a), and recreational vehicles registered 34 at 8,000 pounds or less under Section 3-815(b). Widows and -7- LRB9209512DHgcam02 1 widowers of claimants shall also be entitled to this reduced 2 registration fee for the registration year in which the 3 claimant was eligible. 4 No more than one reduced registration fee under this 5 Section shall be allowed during any 12 month period based on 6 the primary eligibility of any individual, whether such 7 reduced registration fee is allowed to the individual or to 8 the spouse, widow or widower of such individual. This 9 Section does not apply to the fee paid in addition to the 10 registration fee for motor vehicles displaying vanity or 11 specialpersonalizedlicense platesunder Section 3-806.1. 12 (Source: P.A. 91-37, eff. 7-1-99; revised 12-06-01.)".
