 1        AN ACT in relation to vehicles.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois  Vehicle  Code  is  amended by
 5    adding  Sections  1-117.7,  11-1005.1,  and   11-1412.2   and
 6    changing Section 11-1412.1 as follows:

 7        (625 ILCS 5/1-117.7 new)
 8        Sec.   1-117.7.  Electric   personal  assistive  mobility
 9    device.   A  self-balancing  2  non-tandem   wheeled   device
10    designed  to  transport  only  one  person  with  an electric
11    propulsion system that limits the maximum speed of the device
12    to 15 miles per hour or less.

13        (625 ILCS 5/11-1005.1 new)
14        Sec. 11-1005.1.   Electric  personal  assistive  mobility
15    devices.     Every  person  operating  an  electric  personal
16    assistive mobility device upon a sidewalk or roadway has  all
17    the  rights  and is subject to all the duties applicable to a
18    pedestrian.

19        (625 ILCS 5/11-1412.1) (from Ch. 95 1/2, par. 11-1412.1)
20        Sec. 11-1412.1.  Driving upon sidewalk.  No person  shall
21    drive  any  vehicle  upon  a sidewalk or sidewalk area except
22    upon a permanent or duly authorized temporary driveway.  This
23    Section does not apply to any vehicle  moved  exclusively  by
24    human  power,  to  any  electric  personal assistive mobility
25    device, nor to any motorized wheelchair.

28        Sec. 11-1412.2.  Operating an electric personal assistive

 1    mobility device on a  public  sidewalk.   A  person  may  not
 2    operate an electric personal assistive mobility upon a public
 3    sidewalk at a speed greater than 8 miles per hour.
