1 AN ACT to amend the Airport Authorities Act.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Airport Authorities Act is amended by
5 changing Section 2.7 as follows:
6 (70 ILCS 5/2.7) (from Ch. 15 1/2, par. 68.2g)
7 Sec. 2.7. Metropolitan Airport Authority.
8 (a) Upon the effective date of this amendatory Act of
9 1986, in any county with a population between 600,000 and
10 3,000,000 and contiguous to a county with a population in
11 excess of 1,000,000 inhabitants, a Metropolitan Airport
12 Authority is hereby established, the territory of which shall
13 include all of the territory within the corporate limits of
14 the county and the territory of any pre-existing authority
15 located partly within and partly outside the county, except
16 the territory of any municipality whose territory lies both
17 inside and outside the county with the majority of the
18 territory lying outside the county. Upon that date, the
19 Metropolitan Airport Authority shall be deemed an organized
20 Airport Authority under this Act. Within 30 days after the
21 initial appointments have been made under Section 3.4, the
22 Authority board shall notify the office of the Secretary of
23 State of the establishment of the Metropolitan Airport
24 Authority by this amendatory Act of 1986, who shall thereupon
25 issue a certificate of incorporation to the Authority.
26 (b) If all of the airport facilities of an existing
27 Airport Authority are situated within the corporate limits of
28 a county in which a Metropolitan Airport Authority is
29 established, the existing Airport Authority shall be
30 dissolved upon the establishment of the Metropolitan Airport
31 Authority. In such event the rights to all property and all

1 assets and liabilities, including bonded indebtedness, of the
2 existing Airport Authority shall be assumed by the
3 Metropolitan Airport Authority.
4 (c) (Blank). The Illinois Department of Transportation
5 shall conduct or cause to be conducted an annual program
6 audit of the Metropolitan Airport Authority for each fiscal
7 year of the Authority, beginning with 1993. The audits shall
8 be conducted in accordance with generally accepted
9 governmental auditing standards and shall include an
10 examination of supporting books and records and a
11 representative sample of vouchers for distributions and
12 expenditures. An audit report shall be prepared for each
13 audit conducted pursuant to this Section, and a copy shall be
14 kept on file at the Illinois Department of Transportation and
15 furnished to the Metropolitan Airport Authority. All audit
16 reports shall be made available to the public by the Illinois
17 Department of Transportation and the Metropolitan Airport
18 Authority upon request.
19 Within 90 days after an audit required under this
20 subsection has been completed, the Metropolitan Airport
21 Authority shall reimburse the Illinois Department of
22 Transportation for all costs incurred by the Department
23 arising out of the conduct of the audit. Costs incurred by
24 the Illinois Department of Transportation may be paid from
25 any moneys available to the Department for that purpose; the
26 reimbursement received from the Metropolitan Airport
27 Authority for those costs shall be deposited into the fund or
28 funds from which the costs were paid by the Department.
