AMENDMENT TO SENATE BILL 3013

2     AMENDMENT NO. ______. Amend Senate Bill 3013 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Public Water District Act is amended by
5 adding Section 7.3 as follows:
 
6     (70 ILCS 3705/7.3 new)
7     Sec. 7.3. Boil order or other Tier 1 public notification;
8 consultation with county health department required. If a
9 public water district issues a boil order or any other Tier 1
10 public notification, as defined in the Illinois Environmental
11 Protection Agency's Primary Drinking Water Standards (35 Ill.
12 Adm. Code 611.902), the district must initiate consultation
13 with any county health department that serves an area subject
14 to the order or notification as soon as is practical, but no
15 later than 24 hours after the district learns of the violation
16 or situation. The consultation must include notice of the
17 estimated duration of the order or notification and the
18 geographic area covered by the order or warning.
 
19     Section 10. The Water Service District Act is amended by
20 adding Section 5.2 as follows:
 
21     (70 ILCS 3710/5.2 new)
22     Sec. 5.2. Boil order or other Tier 1 public notification;

1 consultation with county health department required. If a water
2 service district issues a boil order or any other Tier 1 public
3 notification, as defined in the Illinois Environmental
4 Protection Agency's Primary Drinking Water Standards (35 Ill.
5 Adm. Code 611.902), the district must initiate consultation
6 with any county health department that serves an area subject
7 to the order or notification as soon as is practical, but no
8 later than 24 hours after the district learns of the violation
9 or situation. The consultation must include notice of the
10 estimated duration of the order or notification and the
11 geographic area covered by the order or warning.
 
12     Section 15. The Water Authorities Act is amended by adding
13 Section 6c as follows:
 
14     (70 ILCS 3715/6c new)
15     Sec. 6c. Boil order or other Tier 1 public notification;
16 consultation with county health department required. If a water
17 authority issues a boil order or any other Tier 1 public
18 notification, as defined in the Illinois Environmental
19 Protection Agency's Primary Drinking Water Standards (35 Ill.
20 Adm. Code 611.902), the authority must initiate consultation
21 with any county health department that serves an area subject
22 to the order or notification as soon as is practical, but no
23 later than 24 hours after the authority learns of the violation
24 or situation. The consultation must include notice of the
25 estimated duration of the order or notification and the
26 geographic area covered by the order or warning.
 
27     Section 20. The Water Commission Act of 1985 is amended by
28 adding Section 2.5 as follows:
 
29     (70 ILCS 3720/2.5 new)
30     Sec. 2.5. Boil order or other Tier 1 public notification;

2 commission issues a boil order or any other Tier 1 public
3 notification, as defined in the Illinois Environmental
4 Protection Agency's Primary Drinking Water Standards (35 Ill.
5 Adm. Code 611.902), the commission must initiate consultation
6 with any county health department that serves an area subject
7 to the order or notification as soon as is practical, but no
8 later than 24 hours after the commission learns of the
9 violation or situation. The consultation must include notice of
10 the estimated duration of the order or notification and the
11 geographic area covered by the order or warning.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.".
